sexton how did u figure that out, i don't think there is an answer. well i want to know if this works because without the 15% on impact i don't think cull of the weak works with frost arrow.

This is the primary reason why I bought a crossbow with frost to give to Scoundrel. Equip him with a frost damage weapon, set him up with to fire 3 arrows at once, and collect the rewards from the CoTW bonus.
Or use entrangling shot to hit 4 monsters and blow through them with Ball Lightning... kills things pretty quick.
so the intial hit on a primary target would then be 155 +15 = 170% weapon dam. and the secondary would be at 170+15 = 185% on IMPACT?
now im wondering if sharpshooter does more damage than cull of the weak in this instance. and if not then combining sharpshooter, cull of the weak and the 3rd passive would be OP.
i dont see myself changing archery or steady aim to be honest with you, thats y i ask if sharpshooter would do more dps than cull of the weak w/ frost arrow

That's correct. If your weapon has frost damage, it applies a slow, and all the attacks you make with it will therefore benefit from Cull the Weak. Even on the inital hit. Some abilities, such as Elemental Arrow: Ball Lightning, may convert all of your damage to lightning, so it may not work with abilities such as that, but I have not specifically tested it.

It's my understanding that passives like Cull the Weak and Steady Aim apply multiplicitively. So, for example, with Cull the Weak:
For the primary target of Elemental Arrow:Frost Arrow: 1 * 1.55 * 1.15 = 1.7825 or 178.25% of your normal damage
For the secondary target of EA:FA: 1 * 1.7 * 1.15 = 1.955 or 195.5% of your normal damage
If anyone with a better grasp on the damage formulas can correct me, please feel free.
Ever since 1.0.3 I have ceased using ShS. I have been enjoying tactical advantage. Nothing can touch me if I play correctly and I have a blast doing it. I have 30% crit chance with scoundrel so it's worth it to me to not use ShS
