1) Take off SS when showing stats, it will skew your results.
2) You have a lot of defensive stats. Until 1.0.3 you want to focus more on DPS stats, but in some slots its fine. Shoulders/Belt/Pants are pretty tough to get multiple stats on so it's a great place to have Vitality/Resists. Bracer/Boots can also get them, but there's some relatively cheap legendaries you may want to use there.
3) You want at a minimum 55% IAS on your gear. Some people like to stack it to the max, but from a price/dps perspective you can work with ~55% and get 60k+ without SS. Personally I only run Quiver/Helm/Ring/Ring for my IAS and have 62k. I used to have Quiver/Helm/Ring/Ring/Amulet/Gloves/Bracer with 55k until I changed things up. I run a lot of base crit and crit damage to make up for speed (36/200).
What I always try to do is get the maximum stats out of each slot. Aside from legendaries with unusual stats, some stats are only available in certain places. For instance, helms get crit chance, so get a helm with as much dex/crit as you can afford. This excludes legendaries which you way want to grab here and there for stats in odd places.
Here's my rundown of your gear:
Shoulder - Looks ok. Shoulder only really offers dex so just look for upgrades on dex there over time.
Helm - Dex/Crit. Never get a helm without crit.
Cloak - You have too much defense here. I recommend 3 sockets + base dex of at least 100 + a hunter stat (hatred regen or disc)
Pants - Looks ok. I usually get 2 socket + 100
Gloves/Amulet/Rings - You should always get 3 offensive stats from these slots. Dex/IAS/Crit/Crit Damage. Pick 3 for each and keep in mind the ~55% IAS overall minimum. Notice you only have 1 or 2 stats in these slots. Rings are stupid expensive, I run the blue you have for my rings currently.
Weapon - I prefer a bow with a socket and make/buy at least the 70% Crit Damage gem. Yours seems ok.
Quiver - You should stack a lot more stats here Dex/IAS/Crit/Hunter special x 2. Get at least a 7% crit here, waste not to then add hatred/disc AND a special to either Elemental Arrow or Elites.
As for your spec, I'm no fan of SS and go CTW instead. I have enough DPS to drop hungering for entangling of various runes and I don't run bat too often. But that's all personal preference more than anything else.
I am working up to being able to farm act 3 as well. I see that you agree with me in that it is frustrating and boring to use a glass cannon build. You have nice vitality and armor and I use mostly the same build.
From what I have read you will need at least 500 resistance in every category to keep from dying in one hit. Another thing that would help you as well would be to increase your discipline to 42. Using smokescreen to evade hits and reflect damage is essential to act 3 and 4. Mostly I would say that you should wait until patch 1.03 when they make the enemies much less cheap and you should be fine.
My goal is try to farm ACT 3(ie. SiegeBreaker Run) and i would like an advice of which items/stats i should change to achieve it.

I will focus on Helm with crit/ chest and quiver with + discipline for a while.
