ias is consistent +dmg, crit is bursty but inconsistent +dmg. Its a personal preference. I run a crit heavy build so you which one I would take, it does depend on the rest of your gear/playstyle.
That being said, the dual stat on the first one makes it an overall pretty good choice imo.
First, especially if you're using a quick weapon like a bow or hand crossbow, it messes with my wrist to try and stutter step with ridiculously quick IAS anyways, plus the build I run with (sharpshooter) crits a lot, especially on openers and that could be a lot of damage extremely fast using nether tentacles on aoe or grievous wounds Impale (though I think chemical burn is the better option until we reach huge levels of crit), always. On my quiver I have 7.5% crit amongst a bunch of other useful stats and I try and pick up crit where I can get it when it's not replacing an important stat otherwise.
