I've been stacking as much CDR as possible on my barb. by my calculations I've got 53% before the RorG set bonuses come into play. The reason I ask is because the tooltip in the blizzard armory says I've only got 42.4%. Do do CDR max out at a certain amount? Like movement speed?

Did you max out those 10% you get from paragon points? I don't think the armory calculates those.
But yes, there are diminishing returns at play with CDR, though I'm not sure at what point it starts to kick in.
Someone mentioned 40% ish.
There is diminishing returns for any amount of CDR as it is multiplicative not additive. You must be adding it up and not multiplying it together. Be mindful though as some CDR effects are weird like a crusader's fervor passive which only gives 14.99% rather than 15% CDR which will impact you calculations ever so slightly.
There's technically no diminishing returns on the amount of CDR you could theoretically have. It's not like movement speed where it caps at 25%. However, like someone said, because of the way it gets calculated you'll never be able to get beyond a certain point because it's not added up.
There is an easier way to calculate CDR. If you have 10% CDR just multiply 1 by .9. So if you have a 10% and an 8% you would get: 1 * .9 * .92 which is0.828 so you have 82.8% of your CD or 17.2% CDR.
