Changed my fire barb to cold, even though its fun to freeze everything i feel it isnt on par with the fact that fire just deals more damage...
Fire EQ tiks for 4500% weapon damage
Cold EQ tiks for 2600% weapon damage.
Been using leap set and lut socks for both builds. Also the fire Hota deals more damage then the seismic slam cold one.

I Find fire does kill faster, but on T5 / T6, I die far less frequently running Cold simply from the freezing. Also, my slam hits for more than HotA running approx the same % ele damage (slam is 710% while smash is only 640%), and the extra cost means it heals for more per hit. I run Ancients with Fury regen to keep fury up between leaps, so the long 45yd range keeps me well out of the fray on those crazy packs.
Not sure what you are talking about with the rune making HotA hit harder... the rune sets damage to 640%... Still lower than Slam. HotA has a higher chance to crit because of the bonus 1% crit chance per 5 fury you have, but the actually numbers will be smaller. This is still assuming you have roughly the same Crit damage %, Str, base damage on weapons and % elemental damage.
When you switch to cold, is your mainhand weapon lower damage? I go between a 1986 top end Sunkeeper for cold and a 1964 top end Devestator for fire, so base damage for me is very close. I also have LESS cold damage (since Sunkeeper + Utar's Roar for Cold vs using Devestator + Burning Axe for fire), but on elite packs Sunkeeper allows me a little extra damage.
My Clansmate also prefers Fire, and he survives very well using Fire leapquakes, but prefers to use Whirlwind for the mobility combined with a Maximus for the Demon Chain.
If you want to try cold and you're worried about the damage/crit difference between Hammer and Seismic Slam, why not use the Devil's Anvil? It's cold-elemental and does more damage/fury than Permafrost, albeit in Hammer's smaller AoE. It would also retain the crit bonus from Hammer of the Ancients.
