I'm reasonably certain it works with every ability in the game that has a "proc coefficient", which is almost every skill.
The proc coefficient is a % that multiplies the chances of something happening (or 'proccing' in online game terminology). Skills with large areas of effect or multiple hits tend to have lower %s than single target skills. Seismic slam has a pretty low % due to its large area, so you're not going to see the bonus fury every time, but if you hit a lot of monsters, you should see some returns.
It works with whirlwind as well, but the chance is only 13% per individual strike of the skill per monster hit.
I haven't found a good use for Mighty Weapon + Weapon Mastery since 2.0. +1 fury per hit (times your proc %) seems too low to be beneficial to me, but it does mathematically generate more fury than animosity in certain cases.
