Block Amount is the amount of damage that is absorbed if you block a hit.
For example if you get hit by 5000 (after armor + resistance) and you have a Block Amount of 4000, you will only suffer 5000-4000=1000 damage if you block it.
So the important thing about block is, that it afflicts the damage after mitigation.
This. And if you do this on ~25-30% of hits, and manage to dodge ~25-30% of hits, then you are only getting hit half the time.
It is pretty useful combined with good resists and armor.
That 30K hit in Inferno, first hits a dodge check, if it passes that it goes to armor. Currently I'm sporting 70% reduction from armor, so 30,000 * .3 = 9,000, and also 62% reduction from resists, so 9,000 * .38 = 3,420. 19% block chance, with 1,700 to 2,500, means 19% of the time I'm taking (3,420 - 1700 = 1720) to (3420 - 2500 = 920) damage. That's nice!
Granted, if you have low armor and resists, a lot more of the main damage gets through and blocking is suddenly less worth it.

If you block, is it only absorbing up to the block amount? Doesn't seem that useful when enemies can hit for 30k+ damage in act 2 inferno.
