both of these will give you considerable reduction in frames per attack (more attacks per second)
Generally you want to drop crit on helmet+1x ring since PE is always run in HOTA setups and it provides APS.
edit: Considering DPS optimization when it comes to APS and CC for Hota is very tricky because you have to consider a lot of variables when your trying to perfectly min-max your setup.
So that's why GENERALLY I suggest drop crit on helm + 1x ring and run APS as this will fit into most group setups optimally.
I've also noticed people dropping 10% crit on necks, keep in mind this information may change but atm I would say this is a really bad choice if your looking to perfectly min-max your setup.

doesnt the bracer provide 50% IAS for hota. 7% IAS seems like such a small increase after that, is it worth it to trade off 1400+ vit on weapon and/or stats on the ring for it? or maybe i am missing somthing. thanks

10% crit for one primary is very strong roll.
They drop 6% cc on helm and 10% cc on neck because the supports run iceblink gem. Puts you at ~98% crit chance with 185 max fury, iceblink on support class, max cc on 2x rings, gloves, bracer, & paragon.
Can anyone give me correct information on the IAS required to reach the next HOTA breakpoint assuming you have none on gear.
I see some barbs running 7% on 3 different items giving them 21IAS on gear, but I cannot confirm how much is need and IF it is even worthwhile.
