High runes drop from regular mobs in the hell difficulty. You can also get decent runes from your hell forge. Being rich, well that means having the finest in duped gear along with a full inventory of duped gear and runes. Personally there is no point in striving to be rich in this game. Mainly because all the gear you get is not real.
So finding the rune must be hard then. Or there wouldn't be any duped ones. I like to find my stuff legit.

The Countess is an easy way to get runes, as well as keys.
I've gotten up to a Mal from her, which is actually quite good.
As for keys, this is an easy way to get rich.
Collecting keysets is one of the more profitable things in the game, do this by killing The Summoner, Nilithak, and The Countess in Hell.
They only have a small chance to drop a key, but it's awesome when you finally find one.

You either have to find them (very unlikely) or transmute them, like Lt Venom said. I haven't *personally* had anything poof on me in years, but you know, through all of that trading there's bound to be a permed dupe (like a duped rune that was stuck in an item- that rune now cannot disappear unless Battle.net launches a full-scale rust storm).

That's what I aim for with new ladder resets. They require no MF so you don't have to sacrifice power for MF, and can have a decent build that works for other runs and stuff while still getting tradeables. Very effective.
Best key build I've come across was my fury druid (oh how I miss him).
The summoner was a bitch to do though, had no enigma :/.
Anywho, keysets can usually go for a pul or so, atleast thats what they were at last time I checked.
A pul won't qualify you as rich, but it's still better than most runes. You can also trade a pul for damn near any single item, it's one of the more popular runes.

If your not strong enough to do key runs you can always save up all runes you find and transmute them, how runes transmute can be found at arreat summit. I recommend running nightmare countess for runes. This method of getting a hr is very time consuming, so if your strong enough you should just do key runs.
Ah yes, the cow level is also a very good idea.
Get yourself a mass AOE character (javazons are PERFECT) and just go to town.
Hammerdins are also always a safe bet, easy to make and they can own without much gear.
Best I've gotten from the cow level was a gul, though I barely ever do cows, I'm sure others have gotten much better drops.

A frenzy barb will probably do quite well for keyruns, get yourself leap, possibly even leap attack, and you'll be set (for crossing gaps in arcane sanctuary, and anywhere else)
And you probably don't need that good of stuff as long as you're avoiding organ runs, and uber trist.
Hopefully you'll find some stuff by the time you reach Hell :D.

Heh, nightmare at level 27 is a bad idea.
I always wait until I'm at the very least level 40, sometimes even 45.
Get some Baal runs done, and you'll have the levels in no time :D.

yeah but, good luck trying to kill anything in hell without the best of the best equipment. so if u dont allready have all the good stuff its almost impossible to get it on your own.

This is not exactly accurate. For instance, as a barbarian the IK set is very useful for starting the hell difficulty. The gloves, boots, belt and helm are all very easy to get. Most of the time they go for perfect gems. As for weapons, gimmershed is a great one handed axe with very fast attack speed and lots of elemental damage. They are also rather easy to get. With the above listed gear Countess in hell will be hard, but very doable. Just fill in the rest of your gear with whatever you can get your hands on. Also the defensive merc from act 2 on normal and hell gives you defiance aura. This helps out a lot with your defense, especially when you have gimp loot.
The two biggest problems everyone has in hell right off the bat are a lack of hit points and low resist. So personally those are the two areas I would focus on for starters. You will also run into immunity problems. However, gimmershed helps you with those types of issues.
Anyways good luck with your Barb. Frenzy barbs tear shit up. If you are on West Ladder I can help ya out with some gear. I can also help with any hell encounters you are having issues with.

Key sets for runes...
The mroe you play the richer you get. It took me 2 months to get 4 fully geared characters. All the items wee probably duped, but i actually found quite a few runes... like Ohm, Vex, Ist, Um's and Pul's...
