Who is Jamella and the other Armorer in the Pandemoniam Fortress? Mortals that have risen to power through Heaven? They must be right, they are on the very edge of hell itself. And they dont have the angelic appearance of Tyrael.
I think i remmber tyrael or cain saying that that place is the last stronghold against hell. As in the gates of heaven itself or Sanctuary?
The Pandemonium Fortress is made from the blood of champions and is the last bastion of light before the gates of the Burning Hells.
act 4 is in what is known in the Diablo world as Hell. you not playing in the main area of the Diablo world. Khanduras, Westmarch, Kehjistan and all that, your are in the Diablo universes, equivalent of Hell. or if you play Dungeons and Dragons, its the equivalent of the Nine Hells.
its possible that Jamella and Halbu are former champions of the Light, or they are there to maintain the fortess' upkeep, but since you cant talk to them at all, you dont know a lot about them.

I would wager that they are in fact mortals much like you yourself are when you get there. As is mentioned, a lot of mortals have fought there in the past to protect Sanctuary, and I think Halbu and Jamella fit that role nicely. Imagine that you've been fighting demons for years upon years with no end in sight. You would get depressed, and I think that's why they don't say anything. They've simply become so apathic after all this time.
Plus, there's never been any mention of Heaven using any form of magical servants that look like humans, thus I willl not assume that they are anything but humans.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

the lore does speak of angels that walk among men in Sanctuary just as demons do.
Or maybe they are ancient Horadrim granted ascension. That would put them around the time of the Sin War.

I've always took them for mortals that just happened to be really good at what they do. Maybe their lives were prolongued somehow, but it seems beneath the dignity of an angel to be a smith or weapons dealer, so they needed a couple of mortals to be willing to offer services to anyone who chose to fight in Hell. I also think Jamella and Halbu may be the most self-actualized mortals in existence as they probably have few possessions and base their lives' worth on their achievements only and are content to assist Tyrael and help upkeep the Pandemonium Fortress.
I was always said though that they weren't given any dialogue. They sound so calm that you think they might be crazy or something. I thought it was just out of wanting to get Diablo II finished that they didn't give those NPCs any dialogue.

Just inside the Gates of the Fortress is a small courtyard. On one side is a shop run by a woman with black hair and wearing heavy silver armor. She has a large book clamped under her left arm and traces glowing, blue-white sigils in the air using both hands. On the other side of the courtyard is a smithy. Outside of it, a man in heavy bronze armor kneels in prayer. The woman introduces herself as Jamella, and the man introduces himself as Halbu.
Interaction: Jamella is a warrior, a mage, and a shopkeeper. She has serious doubts about any mortal's ability to defeat Diablo, but keeps them to herself.
Jamella: Human female
Quote: "Hail, champions."
interaction: Halbu is a warrior and a blacksmith. He fervently prays for the success of the PCs when not working in his shop. His faith is unshakable and he comes across as a zealot.
Halbu: Human male
Quote: "Hail to you, champions."

If they weren't Blizzard canon then I would have never bothered to cover them in the first place.
The D&D chapters were written with Blizzard's supervision just like the books and they match in almost every detail to the game and other canon texts written about it.
