Doin this only in ladder mode would be ok for me, though the RoRG is still a special case. It does have tremendous endgame power, but it also functions as a stepping stone for many characters. It's the first thing I get when I play a new character.
Remember the lvl60 situation with the Hellfire ring? The ring was most helpful at lower levels and you got it after beating the toughest challenge of the game, ie when you didn't really need it anymore. It was like only getting your socks after equipping some boots if you get my meaning.
I would like something new as the Hellfire reward and preferrably an amulet over a ring because that slot isn't so crowded/dominated.
To your question: I have 6 RoRG (1 of them lvl40 though) and never seen an uber encounter at lvl70. So yes, absolutely yes.

On my Wizard I run Aughilds, Tal Rasha and 2 Blackthornes (as a filler until I get my 3rd decent Vyrs). There is no way to use these without a RRoG. Really no offense guys but ppl claiming that Unity+SoJ is better are missing crucial gear.
BTT: Since the RRoG is the best item in the game it shouldnt be obtainable the way it is or like you suggested. Make it a random drop! And Hellfire rings should be buffed anyways (what Blizz is planning atm)
UNF:I agree with most of what you say, but I would absolutely not make it a random drop. This item is so integral to any class that it needs to be farmable. It may be too easy to get now, but it also shouldn't be the reward for beating everything the game has to offer (too late).

You are just silly if you think this is the case. I'd love a link to your armory to see how you've actually set up, but put it like this - you gain Blackthornes and Tal Rasha's using the RoRG+Unity, but not sure which pieces you are using. Let me put up the comparison just to show what I mean:
You use RoRG + Unity, Tal Rasha, and Blackthornes (4+3 set if I understood correct).
From using RoRG you gain:
10% elite dmg reduction.
25% gold find.
Tal Rasha Meteors.
For equipping the ring. Compare this to 20% elemental damage and 30% elite dmg for a SoJ. It is very unlikely that the meteors from Tal Rasha makes up for this, and the dmg reduc from Blackthornes becomes largely useless with Unity.
Of course, you have to activate the different elements, so you'd need something like TF+Fire build+Enchantress with a cold wep and arcane skills. Not too hard, I guess.
But let's put your many set bonuses up against my "solo"-items. You're using 3 set of Tal rasha (Helm, Chest, Belt, Neck, Offhand) and 2 set of Blackthornes (Belt, Legs, Chest, Boots, Neck).
I assume that you want to be using Tal rasha chest+Helm+Neck (OH is rather weak compared to %dmg ones/mirrorball). That means you get to use Blackthornes feet,legs, belt (2 of them).
For a fire wizard, which is one of the stronger specs atm, that means you lose:
Cindercoat (20% fire dmg).
2 out of these:
Hexing Pants - Ice Climbers - Witching Hour.
25% dmg moving - immunity to immobilize/movement impairing effects - 50% crit dmg belt.
It also means that you are unable to use one of the OP-as-fuck neck's that makes you immune to an element, now that I think about it (personally have poison one).
So essentially, you're trading:
5% element dmg, 100 all ress, 2 arcane power/sec, meteors.
10% elite dmg+reduc, 250 vit, 25% gold find.
For:
40% element dmg, immunity to an element, 30% elite dmg, 25% dmg/Immunity to immobilze and movement impairing/50% crit dmg (2 of 3).
Make your choise, but assuming multiple set bonuses are better is just dumb. Single legendaries can easily outdo set bonuses.

The point is that if you don't use a RoRG, you might not want to use the set at all. Thus using a Tal Rasha's set (even with or without RoRG) loses you 3/4 slots of legendaries that in themselves can bring incredible bonuses - EG, Tal rasha standard is neck/belt +chest+helm to lose the least good slots for other stuff - but that still loses you a potential andariels and cindercoat, 40% flat out extra damage for a fire build. I don't see how that is an "unfair" comparison?

Well I dont want to be impolite so I´ll just say this:
Blackthornes: The extra 10% damage reduction from Elites is a nice to have, but surely not mandatory. But as I said, they are in as a filler for Vyr pants (got the boots and the gloves though)
My extra Set is Aughilds and I would have used Crimsons as well if the rolls I got from crafting werent so bad
Then I got these really nice gloves from Kadala (was rolling for Magefists) and my plans shifted.
