1. Why am I getting dexterity items on my wizard?
2. Link to loot 2.0 wiki entry or copy/paste the relevant section into the reply, with, god forbid, some helpful explanation saying, "hey, fellow D3 lover, here is why - as you can see it says in the patch notes that items have a CHANCE to roll smart loot, so not everything will."

You are completely correct, Darjeeki, those patch notes do not give an exact percent chance on the smart roll system (and the D3 team has almost always been deliberately vague). Based on the section you quoted, the following is the only explanation:
The Smart Drop system has been implemented
All items that drop
have a chance to
roll as "Smart Loot".
The italics show that this does not happen all the times. If it did, it would just say "All items that drop roll as "Smart Loot".
As to the Loot 2.0 wiki (diablo wiki), the article was written much more poorly, but did link to the appropriate wiki to give you the "Blizzard answer":
The Google search: "Just google it" gets trolled around a lot on the internet, but in most cases it really IS the best answer. Using "d3 smart loot" as my search criteria, I quickly found a wiki, a media article, and a bunch of forum posts already talking about the smart loot system on the main forums.
As you may have noticed, trolling or post-bashing is common on fan forums. Most people either do not understand the definition of "Discussion" or blatantly disregard it in order to troll people on these kinds of forums. My suggestion to you is rather than make a post about a problem, do some lurking: google it, search forums for it, glance over potentially relevant posts. This will ultimately take less time than sifting through a thread of people just bashing you for complaining. You may also think of a way of phrasing the posts you do create to ask a question.

Yet pretty frequently blizzard posts things that start with "X wasn't working as intended, so we are patching it".
Just because it's the internet doesn't mean you have be rude.
