The increase in legendary drops will occur at lvl 70, afaik. When you switch to Torment there are also lvl 70 Torment exclusive legendaries.
This does not include rare items.

You can play at whatever difficulty feels right for you, and have a chance at the same items. This will change a little for players who reach level 70, though, since a small number of items only drop in Torment I - VI."

Higher difficult levels yield a higher legendary drop rate. The exact blue post reads as follows: "Playing in Torment difficulty does not provide a bonus to the Magic Find stat. There is no increase/decrease in the quality of legendaries based on difficulty though; you will not get higher affix rolls if you play Torment 6, the affix range remains the same.

It regards to the item quality legendaries roll different affix ranges for normal/hard/expert/masters then they do for Torment.
For item specific rolls you can check the item itself on the Diablo 3 item guide website it will list all the items with seemingly duplicate affix ranges but this is in fact the difficulty ranges ill give you an example.

So to find the VERY BEST POSSIBLE ITEMS you need to be playing on Torment 1+, you can get most items on any difficulty but if you want the best rolled items you have to play Torment.

That is not what the Blue said though, thats just something another person has added, feel free to actually follow the link and read it yourself O.o
The blues have never stated that Torment dosen't increase the affix range, they have only confirmed that increaing the torment level increases the legendary find rate.
There was a big write up on the official forums from an MVP pointing out that torment does increase the affix range. Ontop of this what other logical reason do they have to display 2 affix roll ranges of the same affix on items?
Also does this include rares item stats?
