first of all yeah of course the higher torment the better exp and higher chance for legenderies now basicly you can do higher torments with a good party and run it easly since every player that joins mobs get only 50% so with normal party you can run higher torments same speed and find more legenderies because of mf increase and mabye another player finds what you need and same thing as solo instead of torment 1 you can do 2-3 if you can do it fast enough but yeah i must say playing higher torments exp gain is insanely increased and drop rate is affected abit most noted when doing events on higher torments like jar of souls got alot of legenderies from it
I played 5 hours of normal, got 3.5 legendaries/hour
I played 5 hours of tomrent got 0.75 legendaries/hour.
rng or not, that tells me a whole bunch, been noticing the same trend when playing with my friends on tormnet 2-3m when we are facerolling expert or any lower difficulity, we all get more legendaries.
I don't think the torment "increased legendaries" are active right now, but will be ones RoS will arrive. Of course, that's just my guess.
This feels like a problem of sample size and a that you are probably destroying guys way faster in normal than you are in torment. That means you are going to see more loot drops and thus more likely to see a legendary. The drop rate is AT LEAST the same, if not in the favor of torment so in one way or another your findings are not indicative of actual drop rates. If you could put a few hundred hours in and log everything very carefully (like "number of legendaries per item dropped") you might find a very different picture.
As of now the best difficulty for both legs and exp farm seems to be the one you are able to roflstomp. There are no torment-only legendaries until RoS comes out, the droprate bonus from Torment difficulties is minor, but XP bonus is good. Though if you can't kill things fast enough, you will gain less xp in the end. So yeah, just choose the difficulty that you are able to clear fast enough.
BTW the only good farm spot I found is repeatedly clearing keep lvl 2 + killing Ghom.

Personally, I haven't found any difference on the legendary drop rate versus the difficulty played. I find that, regardless of Torment level, I find a leg around the 1.5-2 hour mark. It's almost like a diminishing internal cooldown within the game. 0 minutes = 0.001 chance to find a leg, 90 min = 60%, 120 = 90% for something like that. I've haven't ever found back-to-back (or within about 15 min of each other) legs either.

Defiantly just RNG on the time between legendaries. I had two drop within 2 minutes yesterday, and a couple days ago was in a game with my clan buddy who had 4 drop within 12 minutes.
One would need more details to be able to answer this question, I know of people running insanely geared and optimized groups which are clearing T6 elite packs in ~10 seconds so if you're one of those people then the answer would be yes. It's fully dependent on gear and if you're in a group but I would say for the average player T2 - T3 is the most efficient to run if your not doing some sort of gimmicky run.

My clan mate an I were doing a cathedral run when he got his 4 within 12 minutes, and we were on T3. Yesterday when I got my double drop within two minutes, I was on T4 solo.

I got 6 yesterday within 2.5 hours doing keep depths l2 runs on T2 with 1-3 friends, today only 3 within the same time with 1-2 friends.
For better results bring more friends!
Kind of off topic: But i been doing act 4 for a bit and i noticed a difference in item stats. stats that i was not getting on items in any other act.
I'd never rule out the possibility of a bug, but I'd guess rng on this. It makes no sense to have certain acts blatantly superior to others when it comes to drops. Density is one thing, but actual stats is a whole 'nother story.

I actually agree. My buddy and I have noticed that since 2.01, whenever one of us gets a legendary, the other always seems to get one within maybe 10 minutes. RnG at work for sure, but it's enough to make us pause and think about it.
Oh and speaking of RNG, two nights ago I did a 4 man ubers run, on T4. Got all 3 organs, AND two legendaries from 2 out of the 3 fights. My buddy got 3 organs and 1 legendary last night, so I might start doing ubers more haha.
