Since quiet a few legendaries I get aren't something I would be after, a shield as an example. It would be nice to be able to give it away.
What I suggest, is if you have a clan size of say 10, 20, 30.. what ever seems good (would like to discuss what size would be reasonable) You could have a way to Donate the legendary to the clan and it will randomly go to some other player and become Bound to that player like normal and they're unable to "Donate" it again.
Few ways to stop it being abused
-Can only be done within 2 hours of the drop being obtained
-Once donated, 2 hour trade limit is removed and becomes bound to that account
-It's random so players can't decide who it goes to (Stops people selling them or joining clans just to be giving something)
TL/DR
Have a way to randomly give out a legendary to a random member of your clan but add features to stop it from being able to get abused.
Do you think this is a good idea, do you have ideas of your own. Maybe you could do a trading thing, trade 3 legendaries, 2 randomly get destroyed and only one goes through, I want to hear ideas.
That's why I'm asking for people to have suggestions or add their own ideas to this. Would it be feasible for an "Anti-random" cost, a way to pick a pool of players, would paying the mystic X to make an item free to trade for X hours/mins, a Loan system. Plenty of things you could say instead of "Nope, it crap move along"
To me Legendaries should be self found. The thing is that Rares should be able to compete with Legendaries if they roll well and then with the Mystic being able to be enhanced. I also feel Crafting should be able to compete as well as common Blue Magic Items. The Blue Items should have the highest roll on the affix if one is possible due to lack of affixes on items. If Rares, Crafts (Non Account Bound ones), and Magic items can compete with Legendaries then you can still trade if you want to.
The issue is that Blizzard wants to limit 3rd party trade sites and quite often shady practices people use when they think that they can money out of a game. We see this in DII on Closed Battle Net and to an extent we have seen it in DIII mostly with Bots.
I want to see that the game is not invested with too much bots/hacks and spammers peddling the wares and to go xyz site to get the best deals

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
I defiantly get why people want broader trading options, and I was even a proponent of clan trading, where the two hour window still exists as well as the rule that you must have been part of the clan before it dropped. However, after hearing an argument (forgive me I forget, I think it was Bagstone) from someone in the Dfans clan, I think I'm against clan trading as well. When you've got a huge clan, say 100+ members, legendaries drop all the time for the whole clan. Hell, I'll see a leg probably every 10-15 minutes on my clan feed and it only has ~8 players playing at any one time. Extrapolate that to a huge clan, and you've got the same environment that the AH created; A way to circumvent the current drop and gear acquisition rate and get a hold of all the gear you want a lot faster than intended.
I understand why you'd suggest a variation, OP, and I'm defiantly still open to ideas, but the randomness just kind of feels janky, at least on paper.
Like Bleu stated if the trading is to open with Clans than we are likely going to see a reduction in the drop rate for Legendaries and then players are going to complain that the drops are too low. That's what happened with the Auction House
Remember Mystics can do quite a bit to legendaries to make the item fit your needs more. RoS will be here in a few weeks. This patch and Loot 2.0 is more meant to work with RoS then without it.

Making it anti-random in any way opens the doors for botter/farmers to start setting up clans to sell their services. "Join our clan, pay $$ for the "anti random" cost and you get the legy you want when it drops for our bots/farmers"
I'am sure these guys will even exploit the current party only trade system. Join a party where all the other members(farmers) are your class and for a fee, you keep every legy that drops.
I know you don't like it but I honestly don't see any better way other than the system Blizz implemented.

I think the way it is now is fine. I believe more options come along with the Expansion in regards to getting Legendaries.
