#1 It depends. Do you prefer fast-paced running through monsters or a challenge with every single mob? How many paragon levels do you have? Do you have a nice Hellfire Ring or other good equip to boost your low-level character? It all depends. Some people start playing on Normal (though that's the minority), some people play on Torment 6 (though that becomes really really hard at some point), and most probably somewhere in between, Master or Torment 1 I guess. Just try it out, and remember you can always lower the difficulty ingame.
#2 If I was living in the US, the best use for $20 imho would be a decent steak. (But that's just because in Europe only very few places have really good steak, and they're too expensive.) Between the two choices you presented I'd go for the movies.
When starting a new character, I run on expert. I tried doing master for a while and at the start it's not bad at all, tons of levels fast and the trash monsters aren't too horrible; but face an elite/blue/purple monster and it just takes waaaayyyy too long (or is way too dangerous on HC). Expert gives me fast leveling, fast trash killing and decent challenge with the special monsters.
I don't even know what a hellfire ring is. That's how far behind I am.

Some gold will be needed come RoS, so you can at least tinker a bit with Enchanting and combine a few Gems. If you're into changing looks for your characters, Transmogging will also cost some gold. I think 30 mil is a bit low, so if you can spare say 5-10 dollars and get a little bit more gold (just in case, to be safe) I'd say that's a pretty good call. My 2 cents, though.
If you asked this question a month ago, I would have said buy the gold because it was dirt cheap. But now gold has gone to another galaxy. I'd think you'd have more enjoyment out of an imax movie. The gold you can buy is so little compared to what it was a short time ago.
