made new character. torment6. my buddy came in game he was lvl 60 WD fire bats everywhere. I was lvl 42 before i even went threw the gate to get in tristram. lvl 60 in less than 15 minutes. (ptr)

Kinda baffling how they could not be aware of it. It only works to a point though, because torment 6 hp scales (or did scale, not sure about the new torment 6) to ridiculous points.
I was leveling my monk on torment 6, solo, and got to butcher at like level 45 (I had farmed the blacksmith quest a few times), where I asked chat for help in killing butcher. I got some wizard that didn't have too great of gear (he had like 150k dps) but it took him 15-20 minutes to kill him.
Certain developers are responsible for certain parts of the game. Andrew is the Crusader+Crafting guy. I didn't get the part where your question was asked, only tuned in for a couple of minutes, but I remember him saying "haven't looked at the data recently". It probably implies that he's someone who's rather into actually implementing solutions rather than gathering data.
There's no way no one at Blizzard doesn't know about powerleveling, as it's clearly visible in the data; however, they probably just don't care about it as it was always possible in every Diablo game and is less important to be prevented in RoS because the leveling path became even quicker (even if soloing).
I don't know why you think they should fix it, to be honest. Care to elaborate why you think it needs to be fixed? It's a decision you make yourself, whether to level up repeating the story, level up playing bounties, or level up by getting dragged by a highlevel player.
I hope they keep the power leveling. Makes things go a lot faster.

What isn't right about it? The real content is at the end at level 70 and endless paragon levels. Leveling is just a gate.
Also, from Moldran's video he talks about a different kind of competition. Where one week everybody gets the same nephalem rift and there is a leaderboard for who finishes it the fastest or something like that. So it will change week to week. I like that better than a straight up level ladder like we had in D2

now that sounds interesting. and would be better than ladder.
That's just my view. I enjoy working for my lvls and unlocking new skills and using them. rather than power lvling and using cookie cutter builds. but to each his own. I will say this tho, when ROS does come. seeing everyone's dif builds will be very interesting.
Well as Bagstone said in an earlier post, you could simply choose not to have someone powerlevel/rush you if you like the traditional leveling process. Just play through the story or adventure mode by yourself at your own pace. I, myself, like to do this every now and then. Nonetheless I still prefer to have the option available to me to essentially skip straight to 60 (or 70 in the expansion) if I so choose. Thus they should just keep it as is in my opinion. Ultimately you decide how you want to level and play after all.

If the "guaranteed legendary from the first-time boss kills" stays in the game, you might be able to abuse it that way. Similar to Hellforge rushing in D2; power-level a character just to get his drops. I guess it depends on how long it takes to get from 61-70, but if you had a level 70 game and a lot of +exp, those last nine levels might go very quickly.

I don't think that they "didn't know about powerleveling" because that's too much of a broad statement. Just like Prancer above me said, what is considered as powerleveling is not that clear. They might have just not known about that specific way of leveling which means that people used / abused it and did not think that it might be a bug and in turn did not report it. I'm not saying that it's a bug but it might be and in turn, get fixed / nerfed.
Personally i don't really care. The only character i have to level up will be a Crusader and i don't really view that as a chore.

If YOU want to play the WHOLE STORY at your OWN pace, then YOU DO IT.
100% of the players here already finished the main story at least 2-3 times and are not willing to waste any more of our time on doing it.
But if you feel so strongly against "power leveling" then don't use Paragon levels or a HF ring on any of the new characters, becouse if you do you'll be EXPLOITING a mechanic just as you said we are.
It's amazing how some people just because the don't *like* something that has no impact on the game whatsoever, want to force the rest of us to play THEIR versin of the game.

I've played it at least 28 times (7 characters, 4 difficulties), maybe a few more. Only 4-5 of my 12 characters were powerleveled, the rest went through the most enjoyable experience that is leveling a new character, using different skills and progressing at a natural and pleasant pace (gear wise).
But yeah, powerleveling has been present in almost every ARPG and people always thought it was an ok practice. Does it really matter if it can be done in 15 minutes or in 2 hours? Maybe (powerleveling in hardcore is quite an intense experience btw). Should the devs put measures in place to "limit" how much xp someone can get instantly? Again, maybe.

I just wanted to chime in and give you a forum high-five for this statement. People get so wrapped up in the whole end-game content nonsense that they forget this. Leveling up in D3 is awesome, and it's going to get even better in 2.0/RoS. I sincerely wish they had implemented a prestige system instead of a paragon system to encourage more leveling from scratch.

It's such a remarkable non-issue that I can't believe that anyone (on any other forum) would agree with this guy and get their panties in a wad. Ooooooh some dude can get to level 60 in 15 minutes. Shit! Call the cops.

This is only true for some portion of the legendaries and sets. Many of the more desirable ones don't even drop until 60+, so you wouldn't even be able to get one at lvl 59. There still are exceptions that may get exploited, but that's their decision. If I'm not mistaken, you can "reset quests" to get the first kill drops pre-60 anyway, so you'd be able to do it without power leveling anyway.
To the initial topic, honestly, who cares if someone gets boosted to 60 in 1 minute? Those who want to enjoy the leveling up experience are welcome to do so. If it isn't fixed, I'll probably use it at some point, but will also play through game myself to level as well. It doesn't have to binary there.
If someone wants to skip the leveling up phase and go straight to end game mode, that's on them. It has no effect on you. This is especially true with most things being BOA.
I remember joining Tristram Runs, Tomb Runs and Baal Runs to level up ASAP in D2 because it was boring as hell and i see no problem doing that in D3 too.
In Diablo 3, the leveling process is just to get used to your class, but after a couple of character leveled up, you just want to be as fast as you can to reach the real deal at max level. It's up to you if you want to level up the old way or get boosted by a friend.
