Here it is: Lets say most everybody would like new or first pair of wings, but there is none this time for "purchase way" so maybe we could get it on the other way.
What if we have chance when we kill Malthael for Wings of Death drop, chance like 0.02%
Or 1% in scale from 1 - 100.
Wanted to keep it short and simple, hit me with ideas, other ways, or whatever rest of ya think.
The problem with this is that they're either too rare (i.e., it's just pure RNG, compared to finding D2 high rune) or too common (e.g., everyone is running around with them after a few months). This is even more difficult if you need only one instance (a single Malthael kill) to get this.
The only way I could see this work if it's part of a larger quest; think about Thunderfury in WoW which was relatively rare and, at least at the time I quit, something only a few on each server had. It was also not something that was too stupidly about RNG, as the materials you had to farm gave a bit of an anticipation, and the requirements of having a full raid to get it (at least in vanilla) made it a real achievement.
So, if you'd need a super rare drop from all act bosses, and then a serious of really difficult to complete events to get it - that could work. Just a 0.02% drop from Malthael? Nope. Based on RNG, some people might get it on the first kill, some people with thousands of Malthael kills might never get it. If you create something that is too much of RNG, having wings will not get you a "congratz, you earned it!" but rather a jealous "you damn lucky bastard, who did you kill IRL to sacrifice to the RNG gods?".
Yeah, I like the idea of rare drops, but not super crazy rare drops. Being a semi-casual player I like to get cool things too and would prefer not to have to farm 87,000 hours to get them. I know certain "hardcores" like things to be super rare just to keep (damned dirty) casuals from getting them, but gaming has moved beyond that.

I'd agree if we were talking about useful stuff, but this is only about cosmetic items.
You don't gain anything else than being able to look at it. Thus, I think it should be ultra-rare to the point of only knowing that it exists because of data mining.

Actually, I know the answer...those "hardcaores" want a way to visually distinguish themselves from the (damned dirty) casuals. In the end, it's all about the epeen.
I think it's a good idea but as bagstone said. IF you leave it up to RNG a casual could get it first try and a hardcore million hour player could be stuck forever without it! That's why I like the idea of questing reward. Where yo have to go through series of quests and events to get it. It isn't just kill this or kill that, It turns into go here kill this collect this go here collect this then craft this kill these get this craft this kill that and get it... It's essentially the same but it requires A) work, and B. dedication of time that doesn't rely on some dumb percentage.

Yes and while it's happening for drops the percentage isn't so low you're never seeing legendaries. It's a middle ground. What he's proposing here is a super secret super rare legendary cosmetic. That does ABSOLUTELY NOTHING FOR YOU. Why would it be harder to get than a legendary. At least the legendary does something for you or has the possibility of doing something for you

The "Does nothing for you" is a red herring and is irrelevant. No content should be locked away behind such a tiny droprate that regular players will probably never get it.
Now for my sarcastic side...

Exactly my point. Giving a .02% drop rate on a cosmetic is stupid. How about make it challenging by creating events that are difficult. Instead of having some stupid RNG make up how I get a rare thing how about I have to actually progress through a quest-line to do it. They did it for the Hellfire ring and it worked, They can make a bunch more events too and you'd have put a few months into Diablo's lifespan. It would create a gamespace where people aren't just farming one damned thing for 50 years, but instead farming for multiple things in multiple places that can eventually get them a cosmetic item that makes them look cooler or what have you. OR it could be some awesome legendary, like say if you can do a really long and challenging line of quests you'd be able to pick a legendary out of a pool of available legendaries that you want and receive that item.
This provides an alternative to the grind of most MMO's and RPG's but it doesn't completely negate it, which is another thing that has to be considered.

It's not that one group should be locked out.
I mean there should be something desirable in the game which is totally useless (so you don't feel as if you MUST have it to progress), but also very rare.
You could be able to find it even though you have maybe 100 hours played, just as I would be able to find it with my 1000 hours played.
Nothing but level should be tied to hours played.Among some other stats such as kills and stuff like that. If I play 10 or 1000 hours I should have an equal chance of getting everything. Obviously the more you play the more kills the more chances you have of getting the items or whatever, but You should be able to find everything no matter how long you've played. This is why quest-line events are much better, because you can play for 10 hours and complete it and get one or you could play 100 hours complete it 10 times and get 10. It's tied to how many times you complete it instead of "I played X amount of Hours therefore I deserve it"
