Yes, we shall never see an increase of 100% applied to anything ever again. From now on, Blizzard should always switch to 90% or 110% increase if their original intention is to apply a factor of two to any formula.
Here is the thing, they made drop rates too high initially and got the feedback on it. Then they drastically lowered the drop rates and got the feedback on it. Maybe they did this intentionally as to paint a better picture of the middle ground, which is maybe what "doubling it" means in this case. I know it's hard to not be entirely cynical at this point, and it isn't unjustified, but here is hoping.
My feelings about this game are akin to a roller coaster ride. I'm hoping Reaper of Souls turns out to be something really great.
If you follow a game closely while it is in development, that's what happens. The designers mess with numbers a lot to see what works.

No, it's really not. The whole problem with the original "and then we doubled it" was that they spent a great amount of time getting the difficulty of Inferno balanced to the point that it was just barely hard enough for the most elite players, and then made it twice as hard, just to prevent people from storming through it in one week. Which happened anyway, thanks to bugs and exploits. And while it's possible that they never intended to keep it that way, it was still pretty dumb.
In this case, they know the droprates are way too low, and they are increasing them by a big margin (though nowhere near as big as they were in F&F) to narrow down where the upper bound needs to be. This is still in testing and will most likely be brought down again. They just don't know how much yet, that's what the next few weeks will determine.
They can always do ninja nerf like they always did. I think it was 1.05 or something when legendary was dropping like every 30 minutes or so, and then 3 days later, you get no drop whatsoever.

Travis acknowledged that some people were, in fact, going 10+ hours without a legendary drop and that they've hopefully resolved this problem, even though it probably only effects 1% of players. It's good to see them acknowledging that being bent over a barrel to that extent by RNG is a decidedly not fun experience and have taken steps to mitigate it.

anybody else getting a leg on the first elite mob they kill? i've heard quite a few people mention it, seems like maybe blizz threw everybody a freebie? i'm also finding tons of gobos all of a sudden, but that's probably just rng at work.
Oh man! That's awesome news! I literally just made a post today on the official forums asking if I was missing something about 2H or if they really are just in that bad of shape right now. Glad to know they are getting buffed.
