But still...knowing it has even a chance of being unfair causes me to move away from using it as a battle strategy. I consider myself a very legit player for that. I totally respect that attitude, but I just wanted to say that Whirlwind by itself is really not that easy to abuse. It's actually the worst fury spender in terms of single target damage, and it's only when you combine it with other stuff, like the Tornado build, that it gets OP. Likewise, WotB is not OP at all unless you take Thrive on Chaos rune. Otherwise, it's very balanced as a 2-minute skill. I'd recommend giving them a try.
Some of those I mentioned, I admit, aren't easy to abuse...so much as they're just common.
Overawe, for example, not exactly easy to "abuse", unless you're (re)generating enough Spirit to continually recast every 3 seconds to take advantage of the extra double-damage% buff. What turns me off to that one is simply that everyone uses it. Same with One With Everything. Some people absolutely swear by it, to the point of saying it's a mandatory passive. It's only mandatory if a person chooses to go that path of having All Res + an alt resistance to have crazy 1k All Res, and they choose to make finding gear upgrades really hard (at least for now, until they change the skill...I think they might be). Even if they add a fourth passive slot, I still might not use OWE...I used it a long time ago, almost by accident, and found it insanely hard to move away from when in that groove.
In regard to Whirlwind and WotB...Whirlwind may be a huge Fury spender, but when you add on Battle Rage - Into the Fray (at least for now, until they change it), with enough Crit Chance on gear, and maybe an extra skill like Revenge - Best Served Cold or Overpower - Killing Spree, you barely need a Fury Generator at that point, because Whirlwind hits so much, you're making all your Fury just from Into the Fray. Same with Thrive on Chaos.
So, you're sorta right on that. Honestly, I should've said Into the Fray is easy to formally abuse, as having just that one skill on gives you the freedom to use pretty much anything else you want. Whirlwind and Wrath can't function for long without generating either Fury or Crits or both, but a Barb can use both almost infinitely when Into the Fray is activated, ;-)

Oh yes, Into the Fray is absolutely broken. No question. But, that's why they're removing it, according to the datamining.
And I admit that I use Into the Fray to make farming easier. But I get why you wouldn't want to.
Don't forget that blizzard said they were finding 6 times as many legendaries in loot 2.0 compared to now. That number may have also increased since the announcement of the removal of the auction houses. I am still hopeful that I won't need to trade to get the items I want in RoS lol.
