I'm actually a little disappointed with this legendary. This legendary can be used and proc hydras no matter what skills you have on your skill bar. It doesn't force you to change your build, it's just bigger numbers and does something cool. To me it's just more of the same and I hope that the other legendaries to come in loot 2.0 will be more inspiring.
I would much rather have the legendary affect the hydra skill itself so you don't benefit if you don't use the skill. Otherwise it's just some random proc that is no different than the legendaries we have now. At least have the proc require hydra on your skill bar at the very least...
It'll most likely (but should) be affected by the Hydra skill you have on just like how the Circle of Life passive of the WD spawns the appropriate dog when set with the Summon Zombie Dogs skill. Otherwise it will be as you said, a sad legendary.
No one has used the wand yet so it shouldn't be something you should be disappointed about.
I agree, but also keep in mind that it only has 2 stars next to its name. The number of the stars represent how good (maybe even game changing) this legendary can be, and 2 is kinda low to be honest

What if there was another item that allowed Hydras to follow you? What if another item skyrockets Hydra damage? What if they change Hydra mechanics and allow them to benefit from crit damage? What if they change Hydra mechanics and their proc coefficient is >0? Then you can LS with Hydra, APoC with Hydra, gain on-kill benefits from Hydra, etc.? That seems like build-changing.
Everything is still based on speculation. The whole "star" system is also based on speculation. Epicness of the item? How many times it was modified by the mystic? Quality rating? Out of how many stars? Also, the developers do plan on overhauling many class skills/mechanics. Wizards aren't exempt and neither is the Hydra ability.

The Jawbreaker is 3 stars but it doesn't seem build defining. Unless there are 5 star items out there...I think MrMonstrosity can answer that.
I think it is classified as 3 stars because it can remove the necessity for Spirit Regen on other items equipped, something desirable for Monk builds with a lot of movement

All the things you've listed are great. But none of them change my build... if the legendary doesn't actually make me put hydra on my skill bar its all for naught. I'm just using the hydras created by the item and I can do that with my CM/WW or archon. The hydras that appear have nothing to do with putting hydra on my skill bar; and they also do nothing intrinsically for my chararacter, they instead add more DPS on the battlefield and nothing more.
If another legendary improves hydra damage, that's awesome. But I still don't need to change my build when the spirit sparker creates the hydras for me. (Not to mention just increasing a skills damage is not inspiring).

The legendary needs to actually make me change my skills otherwise it's just a pretty proc that doesn't affect how I play, because no matter what build I use it behaves exactly the same.
One example I would like to give is it would be nice if the hydras created by the Spirit Sparker also increased the damage of a hydra you casted within 10 yards of them and it stacked. The hydra you casted could also physically get bigger the more hydras around it that were stacked. It would encourage you to place hydra on your skill bar, and then it would also make you think about where you casted your hydra too based on the random hydras that spawned. The hydras that spawned would also match the type of hydra on your skill bar.
But the current status of that spirit sparker has ZERO influence on build. That's my point. It's... rather lame. We already have legendaries that do this kind of stuff and nobody uses them because they aren't helpful. People will choose DPS over this kind of stuff hands down. That's the whole point of this revamp of legendaries: to create legendaries that influence HOW you choose your skills and fight on the battle field. This current version of the spirit spark does neither of these things.
Right now, we don't have knowledge of the current status of Spirit Sparker. If the hydras spawned from the weapon will be effected from your hydra rune, you can pick arcane hydra and temporal flux from AoE slow. Or frozen hydra and cold blooded and remove frost nova. Or venom hydra for extra AoE damage. Now, didn't that "lame" item become a "build changer" now?

How can you say this? You don't know any specifics of that wand. It might be that this is kind of a "meh" weapon for most classes and builds, but combined with skills like Conflagration and fire damage gear it creates nice synergies. Maybe the spell is boring for most classes, but combined with wizard's Hydra spell it creates the long sought-after "more than 1 hydra at a time" ability. Maybe the wand's Hydras are weak, but combined with the frost Hydra rune and Cold Blooded they turn everything into ice and it create a perfect Archon support spell in groups (where you can't have a Buriza-equipped Scoundrel).
Really, just look at some of the items like Sever that create really interesting builds/synergies, yet many people don't see it and think the weapon is crap, salvaging it. Just wait for RoS :-)
If the type of hydra that comes out is based on the rune on your skill bar, then I am all for that. Like I said, if it makes you choose hydra on your skill bar that's the only way this is going to be a build changer. I am aware there is a lot of speculation still to be had. But, from the interviews I've watched I've seen no mention of this, and you'd think that would be a primary thing to mention when talking about "build changing legendaries". Or at least the description on the weapon would mention your hydra skill. Hopefully, at the very least it will be like this, because if it's not it will be a serious dud.
