Not sure if they would get it at the same time as pc, considering the fact that the console dev team is supposedly smaller. But then again, all they have to do is "translate" the assets and coding, not do it all from the ground up.
Depending on sales of course, but I don't see a reason why they wouldn't. The timing howeveri think will be way different.
Zero, remember they aren't just 'translating'. For example they completely re-did every UI frame. Their itemization is different than live and will be different than loot 2.0. They changed monster density for console different than PC.
What I'm saying is whatever is in the expansion for PC will most likely have to be not only copied, but changed for console. I think expansion drops will be months apart from the two platforms.
I'm actually pretty curious to see how patches are handled as well.
Thanks for the info guys, I wasn't really sure on what the plan was. I guess we don't know for certain, but I'm happy that it would be a big surprise to you guys if they didn't. Hopefully when the expansion(s) are released, they don't forget about the PS3 version

Well, when I mentioned "translating" I meant that they don't have to re-do assets and actual systems. They aren't going to change how critical hit works in the consoles, for instance.
UI frames are also ready and not something I think they would drastically change on any expansion. Even if they add the Enchantress back to the game, the core design on the consoles is already done, so adding things that follow that same "style" should be a lot easier than coming up with something in the first place.
Same goes for monster density rules. They already changed that to make it feel ok. Any future additions will only have to follow the same "core design philosophy".

I think expansions will be about adding stuff on top of what we have. New classes, new skills/runes, new monster affixes, new map randomizations (both for the new act and old ones) and side-quests.
I don't think any of that requires a huge "rework" to be ported to consoles.
Again, I could be dead wrong. But only the developers know this info currently.

You're right that only developers know, so we can only speculate. But I actually think it requires huge rework to be ported to console. The entire game engine had to be changed to work on console, not just the interface; for example, all combat calculation is done online on PC and therefore uses the network layer, whereas on console everything is calculated locally. The game even works differently depending on whether your players in a multiplayer game are co-located or online. Plus, the game has local saves, and the skills are triggered differently since there is no mouse and so on...
Like you said, no one knows, but I guess that the expansion will surface on console a few months later than on PC. Also keep in mind that on PC it's acceptable that the game has some bugs and get patched, while console manufacturers have way stricter guidelines for QA on console games. (Yeah, it's desirable to have bug-free PC games as well but it's just not the reality.)
