This is a class-specific question. For wizards, crafted amulets are BiS (even rare amulets were BiS, crafted are even better b/c 30 more int), shoulders (can roll 30 more int than Vile Ward), gloves (were BiS before, again crafted just have higher possible int). Don't know about other classes - but I guess it's about the same.
What Bagstone said, I'll just add that you'll probably need thousands of crafts to take advantage of the theoretical BISness on some slots. Amulets are probably the easiest to upgrade through crafting (assuming you don't have a billion gold amulet).

Of the new crafted ones, probably yes. Well, that's kind of the short answer. To be honest, it's a bit more complex in detail; Tal chest has IAS, Lacuni's have IAS and MS. 9% IAS are better than 130 int in most cases, but there are builds or gear compositions where this might not be the case. About the crafting "luck", it depends on your gear. I got some nice upgrades in just very few crafts. Shoulders are definitely worth a try (high int guaranteed + just wait for decent EHP rolls), amulets are quite difficult because you need 2-3 good offensive stats, gloves are really hard because you want high trifecta.
