Right now NoobSauce (live streaming) is testing out my Teoiry and it's almost every run a legendary drop (he is testing Himself + Party, he doesn't get a legendary every run but some one from the party Does get a Legendary)
Right, and I get a legendary almost every run as well. It's called having good MF. I was getting a legendary, often times two, per run for weeks before reading this post. Since reading this post and testing the numbers I've found no evidence that this is right. I'm going to keep logging my server numbers anyway but I think its as simple as you wanting to believe something and no amount of evidence will convince you otherwise. If I strip a character of all MF, do 50 runs, and present a dozen with numbers like 62, 4, 12, 72 where I do not receive any legendaries... will even that be proof enough? I think not. The bottom line is legendary drop rates are insanely high now. I'm getting 1-2 per game since patch: at least 70 found since 1.0.4 (at least), and I never logged my server ID's til recently.
.80 almost quit half way, wrost drops ever. struggled to even get elites to drop anything over lvl 60 drops got better, but still ended with only a few 63s started with seige adn went all the way thrugh azmo, hitting the keeps as well
Your whole video is you showing rare and legendary items, and not showing where you got them. Then you say by changing some random IPs, you can get awesomer loot. Yep, sounds legit alright.

I got 2 legendaries out of 3 runs, 40 and below. First 1.0.4 legendaries. My friend got 1 legendary in 1 40 run. First 1.0.4 legendary as well. Sure, might be rng. But, as long as just my own exp is considered, it's either a pretty damn rare coincidence, or it actually works. What I'm more interested in right now - whether it is bannable or not. Because, whatever we say, be it "I'm not exploiting, I'm just checking IP's", if it actually works and harms the economy enough, Blizzard can easily go "Nope, it's an exploit" and ban, ban, ban.
Tried this. Does not work whatsoever. In fact, I had mostly the opposite results. One game I had a set and legendary drop and it was in the high 100s and an odd number.
Another time I checked before I started farming with 70 before 193. I ended up getting far fewer 63s than I normally would (and worse quality as well).
Did this for eight runs with completely random results each time.
For those dying to try this, don't bother. It's a complete waste of time. RNG is RNG. I did try it and yielded pretty lame results. Got in a few 72s and 78s and got NOTHING. Then today after giving up went in and did pony level and got 2 legendaries without even checking what number I was on. I looked and saw I was at .235 (which does not meet this guys criteria)
Basically, your loot is random no matter what server you are on. Happy farming!
The first run I got a legendary. The next 10 runs nothing. *shrug*

got 5 stacks and went asmo right away. got shitty 61lvl legendary belt ^^
Im going to keep playing red lotto tickets because I've had good luck with them.

That's what I meant. The numbers I get never corresponded to what were "recommended." In fact, oftentimes they were the opposite.
