I'm thinking they should. Everything else seems too.
Once you get a 5 stack of NV valor; elites, champions, treasure goblins, bosses...they all give that guaranteed rare. However, I come across elites, champions, even goblins quite a bit more often than I come across a random dungeon and that chest at the end of it. In that very dungeon I'd probably fight 3-4 or more elite packs, so that's 3-4+ guaranteed rares. But when I get to the chest at the end I was fighting to get to and open it to only find a couple of blues and some gems, it's really kind of discouraging.
So what do you think?

Yes. Chests currently suck damn near 100% of the time. This would also solve the "problem" (I don't think it is actually a problem, but that discussion is over) of people farming chests exclusively as you would first need to farm elite packs (which is the point, right?)
I used to be excited when I saw a resp. chest. Now I couldn't care less; I click it and start running away before items drop, only turning back if I see a yellow (or, God willing, an orange) name.
Note that I don't care so much for guaranteed rares, just the MF boost.
That would promote MF swapping before opening the chest which was stupid the first go around. I'd like to see it give 2 rares at 5NV like bosses do but be unaffected by MF gear, only by NV and shrine MF.

And why would that bother you? I mean, they're going to be changing MF anyway so it will probably be a non-issue, but really, why does the playstyle of others bother you? Also, we're talking NV here, not simply MF from gear.

Respelendant chests could shoot fireworks off for all I care, or benefit from 500000x your MF value. Just so long as they're a "bonus" you get while playing the game and not the focal point of farmers I'd be OK with just about anything.
But, that probably describes most people's opinion on the subject.

I'd can get with that. I don't like locking down farming methods which seem cheesy, but I don't like bots either. They ruin it really. Some guy determined who is determined to spend 12 hours a day farming chests doesn't bother me that much because he is a small minority. Bots on the other hand screw things up for everyone.

Not a bad idea, I think it would be better tho if those so called "Guarantied Rare" Where specific to being 2 ILVL 61-63 or 1 ILVL 63, and ofc make either the dungeon mobs harder, add a mini boss at the chest that had to be killed for the chest to be unlocked. Or just make the chest like a 50% chance to spawn. Would be nice to have dungeon mean something other than just more mobs to kill.
Some interesting discussion here. I didn't really consider the chest farmers and how this kind of change would impact them. I'm all for encouraging people to play the game and farm elite packs so they can attempt better rewards from the resplendent chests.

Breakables should be de-nerfed. Yeah, bots are a problem, so deal with them directly. They should add your NV idea while they're at it. I've often wondered why my NV stacks mean nothing to a resplendent chest.
It just doesn't feel like Diablo when you're actively encouraged to ignore breakables and chests due to reduced efficiency ( because 99.99999999...% of the time they are useless ).

But they're so pretty when they blow up!
But seriously, they're rare spawn chests that should have something special in them. No one is asking for a guarenteed 63 rare or anything, but it needs to have some sort of benefit. Maybe a rare chance to drop some higher level gems or something fancy like that. You find maybe 5-6 in an entire act? I just did a full clear of act 3 the other take and it took me a few hours to clear, but I only came across about that.

Yea, just add a captcha every time you want to punch a barrel.
Well, as you pointed out, we already get a bunch of guaranteed rares from various places, in addition to the regular drops of mobs and loot-able objects. While I agree that Resplendent Chests are not as good as their rarity implies, I think we don't need more guaranteed rares. I feel that changing the TC drops of chests would be enough, as in more gold, increased chances for artisan receipts and pages, gems and potions. Basically everything that is useful in a practical sense.
Its not that I don't want more good items, I just think that on the way to the chest, we usually already have four elite packs on the way, thereby giving us enough rares. Sometimes, I'm quite content with finding 2-3 flawless square gems as I craft all my stuff by myself, and this would be a good way to give some sort of guaranteed progression in that sense. What really sucks though is finding a golden chest and walking away with a single pile of gold, 2-3 blues and nothing else worth mentioning.
I agree with this. Though chest should not be buffed, they should have a slightly higher drop rate for plans, gems, gold (as in more gold), and more potions, which should reward the player for doing the dungeon. I consume around 30 potions on a run on act 2 and barely get around 10 or less from drops. i would want more portions so as not to spend that much on the vendor when i buy them.
I think chests should use your toons MF once you have 5 stacks, but no I don't think it should always give a rare.
I too think Res. Chests should use MF once at 5 stacks, but I also don't think a guaranteed rare is asking too much.
Yesterday I was working my Barb through Act II Inferno and I got the timed event 'treasure hunter' dungeon where you can find several chests, a Res. Chest and a shrine if you can make it there before time runs out. However, once you enter the treasure room, there's no way back into the actual dungeon (unless you are playing multiplayer where someone stays behind so you can teleport to them).
My DPS isn't super high on my barb but he does have great defensive stats. So that gave me 2 choices. Either skip everything to run/explore the dungeon and find the treasure room, which is easy for my barb to do given his high defensive stats, or take my time killing everything and fight the 3-4 elite packs I'm sure to come across. As of right now, it's a no brainer. Rush through to get to a chest that likely won't even give me a rare, or kill the 4 elite packs that give me 1+ rares each?
I'm sure some exceptionally well geared players can clear the dungeon and get the chest. However, if you have to choose between one or the other, the choice is IMO way too one-sided. Go for the chest where you can probably expect 2 blues, a couple of tomes and maybe a gem or 2, or kill rare packs where each one will likely give you 2 blues and a rare or two.
Resplendent chests need more incentive added to them and I think a guaranteed rare (like bosses, goblins and elite packs) would definitely go a long way to encourage people to get a 5 stack NV and then actively hunt down Res. Chests.
