I hope its both. I'm going to be disappointed if I still see legendary one handers with 900dps and blue ones with 1000. Not that just dps is what makes a weapon desirable but its a big chunk.
IMO this is what it should have been on release, but wasn't. Any given lengendary should be better than most rares, and worse than the best rares. Honestly, the only thing I really hate about playing D3 at the moment is when a legendary drops and turns out to be junk. It's one layer of dice-rolls too many.
I think that as it is, certain slots (basically any slot that cannot get offensive affixes beyond base stats, i.e. chest, legs, boots, belt) will always have the potential to have legendaries better than perfect rolled rares, simply because certain legendaries have those offensive affixes, and then have perfect rolls (for that legendary) on top of that which could potentially make that legendary better than a perfect rolled rare (at least in certain builds)
Add to that the new unique affixes they're planning on adding, there may be some that are extremely potent for certain builds.
Plus, they're likely to always have worth, for the simple fact that well rolled legendaries are likely to sell very well.

I can tell you 2 things about the new legendaries as absolute fact.
1: Even ilvl on the base items, they will NOT be better than all rares.
2: Even ilvl on the base items, they will NOT be better than all blues.
Those 2 facts in my mind are written in stone. The random modification of items simply doesn't allow it to happen unless they make legendaries just vastly overpowered. They will not make legendaries vastly overpowered, hell they won't even make them super strong because they do not want people hunting nothing but legendaries so all toons look the same. That is something they have stated several dozens of times, even pre release.
The only other possibility I see is them reducing the power of blue items, again, I don't see this happening. So many players have spent their savings on high damage blue weapons, hell, a lot of people have even shelled out real money for them on RMAH. Nerfing them now will only cause a gigantic shitstorm.
But, legendaries will be more desirable than that are now, so at least that is something.

I am a little concerned with legendaries and their "buffing" in patch 1.1
Blizzard has stated that they are buffing all legendaries to "clearly be better than blues"... but lets face it, nobody wears blues anymore. Also, according to blizz,"perfect roll" rares will still take the cake.
***I am mainly speaking to "active players" 300+ hours so far...***
As of right now most "active" players have very good gear with most pieces having perfect rolls "affix wise". When 1.1 hits (guessing a month(s)), will "buffed" legendaries even be worth it?
Prices in the ah are steadily dropping partially due to the increased drop rates of higher ilvls but also because time will inevitably make items decrease in value as more/better are found. As an example, a weapon I found 1 month ago was going for 40mil and is now worth a mere 3mil. (drastic example... I know).
As 1.1 drops, gear (rares) that is considered "good" right now will be much cheaper. This will let most "active" players be able to purchase those items instead of spending 80mil + on new legendaries that have just dropped.
Unfortunately, Blizzard has not released any comparing stats of a pre 1.1 legendary compared to a 1.1 legendary but I feel like their tuning will fall short.... making legendaries.... not "legendary" once again.
In my opinion. blizzard needs to make legendaries as powerful as (d2 1.1 runewords) where they were amazing to get. Since legendaries are much much harder to find compared to d2, I feel like their "powerfullness" would be warranted. Even when legendaries do drop, they could have crappy random affixes making it not a sure thing that you would become super powerful.
Personally I think it would be awesome if they gave ilvl 61+ legendaries the ability to have IAS with the same values as pre 10.3. Also, it would be cool if items could have the affix to reduce all cooldowns by 1 second... or something interesting like that.
Anyway I just think that Blizzard might be spending months of retuning legendaries just for them not to be used due to rares being far superior at a cheaper price.

If you think what any percent of people are running around with is close to the best rolls, you have no clue. The absolute best rolls for a DH will get them in the neighborhood of 350k dps (if not more) with SS and over 200k without. I know of VERY few even approaching that point.
I have to agree with the others here - you have no idea what perfect rolled items are if you think that more than the absolute top 0.01% of players are using them.
I sold pants that were close to perfect rolled but still like 50 Vit and 2 sockets off (which is a LOT of stats) for 150 million. Real perfect rolled items are around 300 million or higher.
If Stormshields are buffed slightly and start beating the 10-20 mill Sacred range but lose to 20+ mill Sacreds, then that is enough of a change to affect the majority of active players. That's just one example of many.

That's the way it's supposed to be. That way there's always theoretically a better rare out there somewhere and everyone isn't just wearing the same gear. If legendaries were the best gear period then all those rares you find would just be vendor junk.
I doubt that many people are walking around with full "perfectly rolled rares", but you know what, if they are so what? They've paid up on the RMAH or farmed up gold on the GAH to buy gear that makes the game over for them. Good for them. There's nothing left for them to do because they bought their way out of playing the actual game. And if Blizzard makes a legendary that's better than what they have they'll just buy that too. Though god knows why because if you're already in current BiS then what do you need an upgrade for? There's nothing left to do with all that gear.
If people want to play like that then god bless them, for everyone else there will always be better rares yet to find. And some legendaries along the way if we're lucky. That's how Diablo should be.

The point of a Legendary is not (I say again, NOT) going to be that its stats will be better, and this will mean that an equivalent Rare will always be the "best" out there under normal conditions. The point is to offer either a totally unique bonus or else one that normally isn't in that slot.
An item with +crit rate isn't worth much is you lose a lot of primary for it, but a Legendary belt with the stat means you can push your total rates that much further for crit-based builds like Critical Mass or CritBat
You may not like losing the regen on your Voodoo Mask... but if the item gives you the ever-quirky Fetish Sycophants as a bonus as long as its on, it might just be worthwhile for some builds.
I'd like legendaries got some unique affixes, like "hit blinds target" or smth like "2% chance to summon Hydra on hit". I understand that it wil be hard to balance, but I was legendaries to be really legendary, same as D2.
I hope they're a bit less random. The current legendaries are so random that it's fairly likely that you'll get a completely worthless legendary. I mean... I got a quiver with 0 stats that a DH would want.

I hope they fix this issue with all items, not just legendaries. I'm sick of awesome rolled str and socket helms that have +skill for wizards and such. Strength and dex should not be on caster gear, and vice versa, like high INT on a mighty belt.

a legendary BOW gets to have 1-3! socets, but have max possible damage off 950 dps
aint that interesting for ANY dh... i mean, less damage... but you cna soc it for lots of more crit damage... is it worth it? hmm :I

1h dagger, 500-800dps, 1 soc but has 35% increased attack speed ending up at 2 attacks per second, well now... arent +x-y damage stuff great on that?
or
shield whit 600 armor
total block 10-15% but blocks 6500 damage
or
chest that have 2-4 socs 50-100vit and 2 random affix
or 1h hammer
every 25% chance to release a chain lightning hitting 4 doing 25% damage (2 of those whit "frenzy" on a barb?)
or 2h whit reduced attack speed by 25% (SLOWER attack)
but 2 soc and still dps from 800-1500
we cant say ANYTHING about these legendary unill they announce what kind of stats they add... but consider some of the random ideas here...
most of these items might not be... THE BEST always... but they sure are interesting
