There is no pefect "balance" game in the universe.
Take "chess" for example, there is dispiraty between player moves. (Hence the first always have an upper hand)
The more element in a game, the harder to balance. I guess balancing Starcraft (3 races) / Warcraft (4 races) / WOW (9 classes, could be wrong about this, didn't play wow for awhile) doesn't bring too much faith?
How game is often balanced in game industry? Buffing one unpopular build / strat and thus draw more attention to it. It will bring such a "side" effect which weaken the popularity of certain "Imbalance" build / strat. If buffing doesn't do the trick, rework them, this will slowly drift people away from certain "Top" build / strat to more "Viable" build / strat as the game "balance" develops. The end result is there are so many different "paths" to archeive the same goal, even though each of those "paths" are not "perfectly balanced", the game seeing as a whole does "seem" to be more "balanced".
From observing Diablo 2, the game got "more balanced" between all classess as time passes, they nerfed Amazon / Sorc / Barb and buffed Necro, Druid, Sin, Paladin. You can read the official patch notes from Diablo 2 wiki to verify. And keep this in mind: history often repeats itself.

Having spent weeks on these forums, i can honestly say peasofme is the worst troll i've ever seen.
And people posting in this thread are just going to make it worse....
Of course Inferno balance is horrible. The testers didn't even complete it. You can't balance by just throwing a bunch of numbers down and hoping it all works out in the end.
I have no idea what that has to do with 1.03 though.
Balance is indeed horrible. Not only class balance, difficulty balance, loot progression balance, BUT most of all skill/rune balance. Seriously only dumb couldn't see how bad are one skills/runes compared to others - i've no faith in Blizz internal testers anymore, they're mentally handicaped if they didn't see how BAAAAD are tons of skills and runes for them.
P.S. I'm half way through act 4 inferno on relatively fresh barbarian so i'm not struggling or anything. I'm just surprised how fast i figured out that specific rune/skill isn't worth bothering with (1 click or tooltip for some) after all "hard work" invested into skills design.
Having all those runes be viable was kind of impossible anyway. They really shot themselves in the foot by dropping the itemization aspect as a limiter.
