Fairly certain that bnet takes the 1$ at the time of sale, and paypal only takes 15% when your transfering the money into your paypal account.
Close, but not quite. This is my understanding of it:
Bnet takes $1 off any item sale *or* 15% off any commodity sale. This happens whether you're going to Bnet balance or Paypal.
If you go to Paypal, Blizzard takes another 15% off any sale, and Paypal takes almost 3%, not sure of exact 2.x% amount.
So, if you put stuff in the Bnet balance to buy other stuff from the RMAH with, you keep (price-1) on items or .85(price) on commodities.
If you want to pocket the cash, you keep approximately .82(price-1) on items, or .67(price) on commodities.
This is all for US RMAH. Not sure if other currency percentages are the same.
Keep in mind this is all free money from a videogame that you're keeping. No one's stealing from you. Blizzard owns the factory, so they're just taking their cut because w/o them and the AH they pay the costs for, you get nothing at all.

ie: If I list an item for $1.25
Blizzard will first take off $1
and then Pay Pal will take 15% of $0.25?
