1) I tend to look for weapons with the highest DPS right away. Is this correct?
2) When a weapon says: "+20-70 Cold Damage", etc. I thought that meant it will only make my cold SPELLS (like Ray of Frost, perhaps) do more damage. Someone told me this impacts all abilities anyway - what?
3) When an item has + regular damage (as in, +3-10 damage), is this desirable? Should I be looking for items with this? How does it compare to INT?
4) Sometimes I'm looking for a weapon and I notice some have +% dmg, (like +17% damage). Is this a massive boost? Should I be looking for weapons with high DPS AND + % damage?
5) What about +% attack speed. Worse than +% damage?
6) ^ Begs the question. 1H v 2H. I was using a 2H at the start, seemed they always had higher DPS. Switched to a 1H and a shield recently to help with defense/kiting. I read that 1H is better in Hell+ because you no longer channel one of those beams (which a 2H does better because it casts in longer?) and you cast quick single-button-press spells (like orb/signature) more quickly? However, people seemed to disagree about which type of weapon is better.
7) What kind of stats on the rest of my gear should I be aiming for - Hell Act 2+? Currently have 20k health, 5k DPS. Seems like my DPS should be higher. Should I be getting VIT on everything?
8) Does weapon DPS listed on the item INCLUDE the modifiers that are on it? Or is that calculated before.

That sort of damage is on the weapon itself. In this instance (wizard), I think it only adds to your DPS and no extra "cold damage" since skills only depends on DPS. If you will physically hit the enemy with that weapon, THEN you'll do "+20-70 Cold Damage". So for a range class the "+ damage" adds to your DPS and not to specific skills.

Doesn't all weapons have this? Anyway it's almost the same as above. It's "extra" damage that adds to your DPS, which in return makes your skills better. INT as in Intelligence? This obviously makes the wizard's attack damage better. (I think, I've only played the monk and DEX increase my attack damage. Just hover over each in your inventory and you'll see what stats makes what better).

+17% damage is additional damage to your weapon's base damage. ie base damage = 100 damage. With +17% = 117 damage. So this is good to have. Whether this is already calculated into the weapon's DPS is probably correct, but I'm not sure. So basically you want high DPS. When you compare your items, everything on the weapon's popup is included, so you just have to compare and see how it changes.

2H usually = more DPS, but the attacks are slow thus your casting will be slow.
One or two 1H = lower DPS, but the attacks are faster thus faster casting speed.
It depends what sort of skills you use. ie My monk uses two 1 handed weapons cause the monk generate spirit with attack hits. So faster weapons = more spirit gen. Dunno the wizards's skills, but if you for instance have like +100 health per hit, faster weapons will be better.

I thinks it's included in the DPS. Blizz said they specifically did it like this, so we don't have to use 3de party apps to calculate your DPS...like in D2.

Mmm, I sort of the same thing damage wise.
1. Base damage: 100 + 17% damage. Attack speed = 0%. Thus, lets say you do 117 damage/sec.
2. Base damage: 100 + 17% attack speed (never this high, usually 3-5%.). Somewhere in the region of 117 damage/sec or something.
But again. You only have to check, when you compare your weapons, which is better.
