I was sitting there about to do some random inferno farm when my friend who said he wouldn't be on all week logs on. I sent him a message no answer I notice he joins a normal act 1 game. That seemed odd to me so I joined the game only to see this going on.
The person that hacked him is on my recent playlist and all. Kinda upsetting that there isn't like a GM system for this so i could of somewhat stopped it.
I'm guessing you saw him dropping items for another character? If so tell him to buy an authenticator, or better yet don't click a link to battle.net net in an email, cause those are 100% always fake. Does he use hotmail? If so, there's another part of the problem. These things can be avoided. And if he's on your recent players list right click his name and report him

I agree.. pretty poor storytelling. Anyway, i don't know any game that would believe a third party when they're reporting that a separate account has been hacked.
Regardless, there is just about the same GM system as there is in WoW. Just make a ticket and wait for the response. Pretty standard practice.
You shouldn't need to buy an authenticator for your game. Telling people to buy an authenticator to play safely is just lazy hack-proofing from Blizzard.

(I really hate this attitude that Blizzard is supposed to protect you from yourself. They do, to some extent, with the authenticator system, but that's more than enough. )
