What kind of games are you joining? anything past normal, the vast ammounts of players are not there yet, its only been 1 (now* 2) days, a lot of players will do 1-2 acts a day.
Any quest in normal I get 3-4 people (I did join one with only 1 other play, but as soon as we hit the next quest, more join)
however, anything above normal, will typicaly been 1 player (other than first quest of nightmare which I usally have 2 other people
I just want to bring this thread back from the shallow grave. I've definitely been noticing it after playing enough public games myself. It's definitely hard to get more than 2 players into a game.
I think it might have to do with the order of all the pub games available on that quest and also the number of pub games created compared to how many people are joining them.
For example, some guy and I managed to play through nearly all of act 1 nightmare alone, but then as soon as we hit act 2, someone else joined. Then way further down the track, the 4th joined. Now, since we just started the quest, it could be possible that we were first in the queue to have a new player join us, and also the system might work such that if you have say 100 games on a quest, and only 50 of those have 2 players, then rather than filling up the games with 2 players, new players will be joining the games with only 1 player in them. It makes more sense that way since if it didn't work that way, some games would take forever to even get a second player into them.
I think the only problem is too many people are creating pub games as opposed to joining them.
The way it works is that players can only join your game when your are at a major checkpoint during the Act. For example, In Act 3 new players might join after you beat Grom or Siegebreaker.
The game is basically broken into quest sections by the major bosses. Each act has about 3-4 major bosses. So this is when players are likely to join.

If we decide we want more players in our game, is it possible to kill one of the bosses, finish off that quest and then wait a bit before continuing on? Would that give others a bigger window in joining our game?
