Jay Wilson said in a recent interview, posted on this very website, that you cannot be boosted into different difficulties. You can be boosted through the Acts however.
I think there is a misunderstanding here unless you can link the source of these level numbers.
Just like Diablo 2, you cannot be "boosted" to a new difficulty by joining another player's game. HOWEVER you can be boosted to a boss (say diablo) and be in the game when diablo dies. once diablo is dead you unlock the next difficulty level. So while you cannot get to inferno by joining someone who is at inferno while you are on normal, you can be in a game that kills the last boss to unlock the next difficulty mode for yourself. Thus you can get to inferno just by being there when diablo dies for the previous 3 difficulty modes.
EDIT: logic tells me these numbers are pretty much made up as CMs have stated that Normal will end around level 28-30, meaning you can be in nightmare before 30, there is no level requirement per difficulty level.

The reason for my skepticism is that they have never done this before. They let people move on to the next difficulty level just for 'beating the game'. After all, why use a level requirement if that player can't survive anyway and most items have level requirements? Oh well, I suppose we will get 100% confirmation once we hit release. I for one will try to test this once I get a chance.

i always thought that there is no level requirement for the difficulty level (aside from inferno which is a bonus difficulty). the level requirement is more like a check cause the monsters are just so much stronger in the next difficulty that going through them solo while a bit under level will become too much you have to go back and level first.

We can't seem to get 100% confirmation on it or what the numbers are. It could be he misspoke and only inferno has a requirement of 60. Just too many unknowns on this one for me to say for sure.
Its based on an algorithm (based upon mob level).
Also it sets it up so that for an expansion they could hypothetically add an additional difficulty.
