Obviously not... But from my experience, it's a surpsiingly high drop rate (from Izual). I've killed izuall 5 times, and gotten the plans twice... Now I have useless plans in my stash, because they are account bound...
The drop the additional plans on the ground and walk away....
Uhm....Christ, really disappointing to be honest. The Secret Cow level was funny, i loved it. However, there we had HELL bovines, and Huge standing cows with giant halberds in massive herds with gloom and doom graphics...They just created a childs color book and put it on the screen, i really, really, dont like it :/
Found mine Liquid Rainbow at random NPC in Oasis in ACT II on Nightamare - he went to his house and unlocked his cellar, there was the big yellow chest which dropped that. Good Luck finding that !
If you want to craft the Nightmarish Staff I found the pattern being sold from a vendor in the town of act 3. Sometimes he sells it sometimes not. You gotta be in nightmare. We still need more info on the gibbering gemstone and the liquid rainbow though.
We found the liquid rainbow in the mysterious cave during a random quest in the dahlgur oasis
Can you be more specific please? What was the item you clicked that dropped it? Was it a bottle of liquid rainbow on the ground or did it drop from a chest (if so what type of chest), did it drop from a rare? Any information will help, thanks.
Also, has anyone found the gibbering gemstone? I'm guessing it drops somewhere in Act 3, considering we know two items are from act 1, two items are from act 2, and the pattern is from act 4. The only one left is act 3, just a guess though.
Gibbering Gemstone drops off a champion/boss in the Caverns of Frost in Act 3, when you're going out in the ice fields to destroy the 3 baltiste (sp). It dropped in there for me today.

Anways, is it cool? Maybe. Is it as funny and awesome as the cowl level? HELL NO. Comparing the two makes me wondr if the Diablo 3 devs have a good sense of humor.
Although whichever WoW dev they got to make the achievement names and the guy that wrote the Scoundrel dialogue both have great senses of humor.

I'm trying to get a group together to do the Hell Cow Level, i have the nightmare staff however I lack the funds to make the hell version. I'm in game right now if anyone wants to do it i need 250k more gold and ill be able to upgrade and those the contribute can get unlimited runs.

Is Staff account bound or character bound? Don't wanna craft it on a char I'm not sure I'll main yet...
