I do not know what you are talking about. Press S (default key) to open skill tab. Then click the slot you want to modify, then click the skill you want in that spot.
You clearly did not try it out enough before posting, as I had no problems.

so blizz updated the breaking news with "we are aware the problems people are having and working to investigate it" for no reason? lulz. when someone has a glitch its just that people are too dumb to code in the fix. obviously
"skill cannot be assigned to this slot". dude gimme the code fix to get my elective mode button working. im sure its easy right? cmon

The breaking news were probably regarding the problems people were having when the beta went back online (nobody could log in).
I doubt it's related to the elective mode.
I've seen it working perfectly, maybe it's an account specific issue.

I guess its because they made the new UI without really considering elective mode. The "normal" skill UI is pretty intuitive... because you cant swith anything around... you wont even see a full list of your skills. So without any options to change anything the care bear mode interface is pretty intuitive... but if you add the elective mode to the UI it gets complicated. I watched some vids and read some posts on the beta feedback forum and it looks/reads terrible.
If you want to swith a Skill from LMB to RMB you cant just outright swap them, you have to Swap Skill A for Skill C, then Skill B for skill A, then you wait till Skill C is of CD (because you cant swith if its on CD) and then you switch C for B. All that to swap A from LMB to RMB and B from RMB to LMB. Oh and while you swith you have to tab (with the arrows) through the 5? Tabs per class to find your skills <_< sounds awesome doesnt it?
Dang! I don't have beta so I can't try it. But I never knew it was that complicated just to change two skills. On the plus side though, the CD was reduced to 15 seconds. But this just helps support my belief that there was no reason for the Carebear mode at all.

Well, the "primary/secondary" junk doesn't change when you use elective mode. All the skills are still listed as such and it still reads as such where you place them. I can arrow through the different types of skills and it appears to work at first glance, but the UI fails to change otherwise. Not a huge deal, just another bug to be fixed.
All i have to say is after playing the beta this morning, the new skill UI is HORRENDOUS!! what the hell was so wrong with the previous system that makes this a better choice? if anything, this will confuse the comatose noobs even more.
I really hope they re-implement the old skill UI. Where i click a slot and am presented with a window with all skills arranged in 3 categories. This was SO MUCH BETTER.
Honestly, all this time they've had this cooking and this is the interface they come up with? very sad.
This entire patch is just further proof that they care more about people not interested in the game compared with it's fans. I hate the whole "mom test" that they love to talk about. The things I like aren't things my mother would like... and as they stray more into the realm of things she would like, I start to like it less and less. Stop catering towards people that don't play Diablo compared with your actual fans bliz.
This UI with elective mode, how everything is split per hotkey and how hotkeys are locked is literally unplayable.
I just can't play like that. Its ridiculous. Its so ridiculous its hilarious, especially when they said THEMSELVES they didn't want us fighting over the UI. Oh my GOD the irony.

The old skill selection window was fine. You could see all the skills, no tabbing around, no confusing categories.
