This is just something I've noticed as I've payed more attention to the D3 community; we spend hours discussing the sets, legendaries, and skill buffs, but we don't talk about how much order of use of skills can effect a build.
I wonder how much it might actually help a build. I've already found that a monk can get an Inna-like effect without the full set with a well timed lashing tail kick and a few other items, and I managed a near-constant RoA with DH with two bits of Nat's and the right quiver and a quick rotation of resourse spenders/builders
Has anyone else found some fun, powerful builds that rely on timing? I feel like these sorts of builds can lead to much more active, less mindless gameplay.
depends on how active you are talking about. Nearly all builds are active builds. As in, you pop a potion at the right time to snap shot stricken, Pain Enhancer, or passive buffs.
pretty much all zodiac barbs potion pop.
even Impaler DHs using Pain enhancer potion pop to snap shot the current APS.
You also play the fire flash wizard without num lock.
Nat6 without num lock.
Any build the requires you to use num lock to make it flow are considered active builds. Just don't use num lock.
Order of skill use is also essential for the Lightning Archon Wizard (Tal6/Vyr4) in that you have to make sure to get your 4 stack bonus up before you pop Archon or you lose incredible burst.
As already mentioned the Lightning Archon (especially the CoE variants) relies heavily on timing.
There are plenty of other builds that actually utilize CoE to line up with certain buffs to get heavy burst phases (don't use CoE just as a flat 50% dmg buff over time). It's far from mindless gameplay.
For exampe:
-LoN-Bomb
-LoN-FoK
-Lightning EQ Barb (if I may promote my build here, since the gameplay actually exactly fits the skill rotation / awareness thing the OPs mentioning )
However it should be somehow obvious that for repeating easy content just to farm keys/items/xp/etc you want easy builds to just smash buttons and dont think about your play
There is alredy focus on when you use the skills. If you use any build that relies on a cicle or mayor resource spending then you want to time it with CoE.
Testing Broken Promises i found you can do the same and just whenever it procs spend all resource. But this will happen randomly so is better for generator builds or stuff like that.

what is "RoA" i can't figure it out for the life of me.. tho i'm sure i'll feel dumb when i find out.

Lightning Earthquake GR 94+ (Rank#1 EU EQ)
the list goes on for sure...

So it's actually only valid in high grifts.
