I came across this in the PTR character builder I think, few days ago, but it is now also presented in the patch notes.
It seems powerful at first sight, especially the secondary effect: practically no resource costs or cooldown anymore. For me it is not clear what they mean with "after gaining a level". They don't say that there are any kind of stacks or levels like with the Gogok gem.
Red Soulstone Shard
Periodically struggle for control, unleashing a ring of Fire that inflicts 12,500% weapon damage to enemies it passes through
(With the above change, the primary effect of the gem deals significantly more damage at the gem’s base level, but scales more slowly with additional levels)
After gaining a level, your resource costs are removed and cooldowns on skills are reduced by 75% for 30 seconds (Requires Rank 25)
It procs when your character actually gains a level(1-70) or paragon level. The higher you go in paragons the less the secondary effect is triggered. I think that needs to be reworked to something different imo.

i think the thing is meant for levelling, as in, the best use for it, is to actually create your character from scrath, play the dungeon with that character, and used this gem till lvl 70

Yeah but why would you use this gem instead of a Ruby which has exp% on it?

I guess it was their point, giving us something beside the damn ruby in helm for levelling, sure you gonna level slightly slower, on the other hand, you should be able to dish out some extra damage
This gem in it's current state, is especially problematic for HC players because it stuns you at seemingly the worst opportune times. So it definitely needs to be reworked a bit to compete with the others and not be a hindrance for HC.
But you have to admit, it's a wicked looking transmog.
