Hmm normally i'd say this would be similar to the content patch we got with Greyhollow Island. But the portrait for the act end boss pushes it more towards a new expansion.
Hey I jsut wanted to come in, and say some of this information is a little old, out of context. For example "Platinum" is very old (patch 2.2 at start of 2015), and are used for the Asian markets, which have a free to play model of D3.
Those changes are not designed for the US version at this time.
Also Devils hand is also confirmed to be scrapped system, which we got confirmation form blizzard after we datamined it a while ago. (two blizzcons ago) This also includes the zones you linked

At the same time, im not saying that they are not working on something, just that the following datamined items, do not really give credit one way or the other to that.
With that said I dont want to shoot you down from digging more! (You found a lot of stuff back in heroes, I remember you ) However, I would recommend checking patch to patch dataming, instead of D3 as a whole. (Eg Patch 2.4.1-> 2.4.2) so old things dont surface.

between Patch 2.4.0 -> Patch 2.4.2, 3 new "X2" files slipped in:
X2_Barbarian_Earthquake_DOT.efg
X2_Barbarian_Earthquake_DOT_Empty.efg
X2_Wizard_EnergyTwisterDOT.efg
All of the Reaper of Souls files are marked with X1. X2 files imply a second expansion. Now we don't know if a second expansion is in the works, has been scrapped or Blizzard is fooling with dataminers (They seem to be very careful on letting things slip out).
Among other interesting things: They've made over 4k builds from patch 2.4 to patch 2.4.2. It's quite a lot of builds, big projects like the famous Dolphin emulator have had around 8k in 10 years lifetime. D3 has had over 10k builds since 2.2. They are definitely doing something to the engine.

Well 2 things. There hasn't been any other items with X2 (check using CASC Explorer for older builds) other than an unreleased PvP zone within a cathedral. Are the new legendaries scrapped from an expansion? Doubt it, they've been introducing new legendaries every season since patch 2.1. It's a normal practice for them.
The new zones as nice as they are, I wouldn't expect them to be part of an expansion due to 2 reasons:
Theme, they wouldn't make an expansion with a very similar theme to existing acts.
They recycled a lot of assets to make them
I won't say that a second expansion is definitely on the works but there's reasons to keep faith in it.
If it's not a second expansion what will be announced then it's not D4 more like a different small game on the diablo universe. It could also be D2 HD.
Not only tmog and stash. You can buy blood shards and xp pools. It is a slight form of pay to win, but especially the time you win with the xp pools. You can see the effect in the world paragon rankings this season. You have chinese players with over 200 paragon difference ahead of the best american and eu players.

I can verify this now that there's no DDoS attack.
All those files were back in patch 2.2, except pets collection. Sry folks, got overhyped.
The best I could do was find new legendary gems which I don't know if they will be used.

They did not really "scrap" the devils hand, they said that it needed a "large overhaul" due to the inclusion of Kanai's cube.
The new zones as nice as they are, I wouldn't expect them to be part of an expansion due to 2 reasons:
I won't say that a second expansion is definitely on the works but there's reasons to keep faith in it.
