So looking through the javascript on the us.battle.net/d3, I found this:
To get that image simply go to us.battle.net/d3 and type in "javascript:Nickname.open()" in the URL. So, wtf? Does this mean that there will be an open beta?
If you need a prior Diablo III beta game license, how is it "open"?
You still get a "license" in open betas.
Because it seems to be a very limited portion of the game and they are just looking to test their infrastructure this seems very possible.
My only counter-intuition is that Blizzard did say they would give out 1,000 beta keys to Blizzcon attendees which would make those pretty useless if it went straight into an open beta.

The 1,000 keys are for last years Blizzcon. As to anyone who purchased tickets this year in their battle.net accounts; AFAIK nothing has been mentioned.

That wording would seem to support the open beta explanation more than the open forum explanation--especially since Bash said the beta forums would be for testers only.
However, I would bet that if they do have a portion of the beta be open it will be long after the start. Possibly the last few weeks before release.

Right. The key words are 'open beta FORUM'. The beta forum will be open, not the beta. Two separate things there.
