well, an idea that just popped into my mind is creating a character that implements items socketed to get max crit rate and using passive skills that also boost crit rate and crit damage. if you can make a character with enough +% chance to crit can't you technically get 100% crit rate? or will there be a cap?
if it does work out im going to be trying this with either a melee/bow wizard or a really slow attacking barb. you make up for having less damage on your equips by dealing crit damage almost always!
It could work. I don't think we know the specifics of the game to be certain that this build is more or less viable than what's "standard", though it'd be great if you managed to get bonuses on criticals. At the very least, it's an interesting build.
I've planned to make a crit Barb from the get go ;). They existed in D2 also, they just were not as viable as they might be in D3. I hope to make a hard hitting Barb focused on teo handed weapons with big one hit attacks, which tie into maxing crit out to how ever high it can go with the build I have and gear I get. It's just one of the hundreds of builds that are sure to pop up though.

I know its not the same thing, but in Ragnarok Online (in the old days) crit assasin was the most feared enemy of everyone. Grinding out everything took several months, but killing everyone in a matter of seconds was a thing of beauty. So by all means, I think it should be viable and fun.
The optimum build would be to have a good distribution of crit,dmg, and attackspeed in situations where you are always attacking (PvE). Although a crit char could be sweet for PvP if you could attack/nuke, run, attack/nuke, run, ect.
If you look at the gamescon picture where they show the lvl 1 and the lvl 60 the precision gets absurdly higher and yet the crit % drops. You're going to need to only use crit gear and pick up every passive to have a good enough chance to make it pay off but at the cost of who knows what...
Probably safe to say you can use all your passives for critical but i wouldnt try making an entire build around it especially for PvE... PvP could be a different story but I can already think up a whole bunch of counters to a nuke barb that are pretty simple and way more reliable

make 225 standard dmg but always a crit, not really more then someone who is doing standard 300 by 50% crit chance.
