so i know a lot of people are saying that, there saying "omfg lvl 60 cap? that'll take me like 20 min and then ill throw away d3 cuz i beat it". or just in general that its a terrible idea and makes it like WoW. but people don't realize that it will take a lot longer to get to 60 in d3 then you think, yes yes i know getting to 99 takes way longer, but that level cap was pointless, everyone knows this. lets do 10,000 baal/chaos runs so i can get to 99. ya so fun...? without the ability of rushes and runs in d3 (rushing is pointless because you won't get xp and you'll have to go back and replay the game from normal, playing from the beginning to end WILL be the fastest way to lvl to 60, period) it will take longer to get to 60 then to 95 in d2, i could get from 1-90 in a half a day by myself making "forge 4 rush" games and doing runs. and i could get from 1-90 in an hour if my friends Grushed me and did uber tristram. and most people stopped before 85, so in reality it will take the average player longer to reach 60 then a desired level in d2. and you know level caps will be increased with expansions. so this level cap is an improvement not a downgrade.
as for attribute points, everyone knows the entire system was completely broken and pointless, everyone just got enough str to wear gear, no energy, zero dex OR dex for max block then rest into vitality, EVERYONE did this, period. if you wanted an even ok build you had to do this with your points. so removing it was a good idea, sure that could of gave the attributes more effects, so then it would be exactly like wow. no thanks. and if you used your att points like they were MEANT to be used, you start putting points in and then "oh nice i found some sweet armor... WTF 30 MORE STR? I'm screwed for 6 levels!". so another improvement, not a downgrade.
skill points. "oh man theres like no customization left in d3, pointless game" really sir? are you completely daft? in d2 we all know there was what. maybe.... 30 even remotely VIABLE builds in d2 that could do anything in hell? entire trees were useless in d2. in d3 they will have more VIABLE builds per ONE character then all of the classes in d2 combined. MADNESS you say? INSANE em i? i say nay, its simple math. 5x rune effects, x21-24 skills (ish), re arrangeable in 6 different slots = HUNDREDS of VIABLE build combos and different play styles. infinitely more then d2. and not even mentioning the 3x passive skills you can choose in conjunction with your 6x skills, it literally reaches the thousands of possibilities. although a lot of builds will be similar, so lets say theres maybe even, lets really dumb it down, FIFTY good different builds you could make out of each character, still that would be 250 viable combos VS. d2 30. all in all this game wins in every situation, I'm not trying to convince you of anything, I'm not some blizz rep trying to sway your opinion, I'm just a guy who read the changes and realized what they REALLY are and i like to inform people :). let me know your thoughts if you'd like.
we don't know the experience required between each level.. it could take longer to get 60 than 99
We're pretty certain that's not the case. You are supposed to be at or near 60 by the end of hell.
I do not expect hell to take as long as many thousands of baal runs.
They've also stated that 60 is about equivalent to d2 85 as far as time played goes (not counting rushes).
jay wilson said they could of made lvl 1-60 just as long as lvl 1-99 in d2, but they didn't. and yes he also said exactly that "you should be about 60 by the end of hell" playing the game through once. so yes. you are right sir
Having no skill points was a correct choice. In D2, you never had skills that had 2->19 points in them. It was always 0, 1, or 20. Any exception to this rule was a build that couldn't get maxed out by 99.
Same thing for attribute points. It was always minimum in everything needed, max Vit. Blizzard has already explained this. They are correct.

Until then i'll just answer your title prompt: upgrade.
Although i wouldnt mind having more levels just for the "hardcore rankings"

a lot of people would disagree, i wouldn't. but I've had many discussions with people very upset over the changes
We like to ignore those people.
