:edit: I may have misheard Jay. There's a chance I'm thinking of upgrading the artisan and not the crafted items. I'm still searching for the source. I'm somewhat confident that I heard him correctly, but I'm second guessing myself.
------------------------------------------------------------
When I was listening to Jay talk about crafting, he mentioned that crafting weapons and armor would not necessarily be random because you'd always receive the item at least as good if not better than what you previously had. This is a huge huge huge change that I personally am supportive of, and I was wondering how the rest of the community has responded to this, if they caught it at all. I'll edit this post with the source video unless someone else finds it before me.
benefits of this new system:
constant progression. less heartbreak. ideal crafted items at least manageable. possibly less reliance on the AH as long as crafted items are close to top tier items.
downfalls of new system:
randomization is cut down. gold dump/material dump is less extensive. price of crafted items either extremely high or extremely low depending on material accessibility, not volatile.
one question that comes to me from all this is whether or not this applies to runes, if runes are considered "crafted" or something else.
If this is true, I am against it. My reasoning is that if it always improves then it's just going to shorten the never ending quest for gear. I believe it should be all random, that way getting something truely awesome is based on luck, which what what makes it fun and exciting.
runes aren't necessarily drops if they are blank runes that are then turned into alabaster, crimson, golden, etc runes. Since they're changing that system, nothing is set in stone.
keep in mind it's only crafted gear. I don't think crafted gear will be the best of the best. And we don't know how tough rerolling or upgrading the item will be, so it shouldn't make doing runs shorter. Crafted items will probably be the entry level gear for that tier, unless they add in extremely rare crafting materials.

This is for enhancing with the Mystic artisan, not the crafting of the item. The item crafting is random, enhancements can only improve (though may stay the same if you roll lower).
The only reason people haven't talked a lot about this yet is because we know almost nothing about the system. If recipes are going to be easily found, it it is going to be worth it investing a ton of gold and crafting materials on your artisan (instead of just selling for people specialized in crafting), if you'll be able to actually craft very good items (or just random rare "mediocre" ones), all of that.
And we'll probably only know after a couple weeks into release.

Blue post did say that they'd want a mix of it all, a little legendary, a little crafted, and so on. So there is a possibility that a crafted item could be "the best". It all comes down to your build ofc. Then again, much can have changed since I last read about it. ^^
Not only that but it is very likely for crafted iems to be the best because you have to find the recipes, and who knows how rare some of them might be.

Well it is still random.
Think of it this way, you have an item and enchant it, you can only enchant it up to a roll of 100 where 100 is the best. The first roll you get is 10, then your item is better at whatever a 10 would give you. Next roll is 50, your item gets even better. Then you roll a 40, the item stays the same. It's still extremely difficult to get a perfect item this way, and still creates a huge gold sink. The only difference in this way is that your item that you may be relying on to help you keep going will never degrade. You still have the same chance of getting a "perfect" item this way, just you won't be scared to try to make it perfect now. It's rather ingenious really, and this way everyone will be more willing to waste gold trying to get their perfectly crafted item, increasing gold value.
At least this is what I heard.
