So by level 20 you could have one skill maxed out thats meant to be good for late game.
Or they wont let you max it out until a certain level which will make you horde your points or may even force you to use other skills.
Of course there are passives..... Which somehow i just remembered.

The skill level can only influence factor of the skill that increase by %. For exemple:
The Barbarian tier 1 bash skill deliver 200% of weapon damage. every level increase this % until something like 400% weapon damage in the max level.
so even through yu can't improve your bash with points anymore, if you increase your weapon damage you still can increase it's damage.
In the end all skill will be balanced based at this %.

I heard Blizzard want high level skill !! they want us to always continue the skill customization...

The Barbarian tier 1 bash skill deliver 200% of weapon damage. every level increase this % until something like 400% weapon damage in the max level.
so even through yu can't improve your bash with points anymore, if you increase your weapon damage you still can increase it's damage.

It is hard to say right now since the skill system is being reworked.

From these skills, there were tiers of spells. Different levels of your character unlocked higher level tiers of spells. You got a point to put into a spell after each level. Presumably, the spells would get better the higher the tier. Personally, I think they are keeping this same system except for removing any pre-requisites for any spell but that discussion is for another thread.
