We've all heard how the loot drop distribution system works - you only see your own drops, so what happens if for example your playing a game and someone joins it, you then kill a boss by yourself and the other guy just runs arounds and avoids fighting.. will he still get as valuable as loot as you for doing nothing? that seems very flawed to me, shouldn't the value of your own drops be proportional do the amount of damage that you do to any given monster?
As Ent1ty said, they can make like a damage counter or whatever, to see what percentage of total dmg the player did and if he did more or equal to X%, for example then he'll get whatever he deserve.
maybe party specific. Being that if your in the persons party or contribute to the kill out of the party you get a portion of loot. So that way you can be in party curse or -mon def and still get somethign but if you hti out of party you should still get and this eliminates the fact theyd get loot for just being there unless of course their in the party.

Whos forcing you to party with this guy.. I think he would have to be in the same party and same area to get any loot.
Obviously Blizzard is not foolish enough to allow a random "loot-stealer" to hapenstance across a corpse and loot it. I say obviously because in WoW, they have a tag system in place, if you go hostile with an enemy, and another player comes along and kills it, you still get ALL the loot. This system works well.
Addressing the other problem of loot leaching, if I were Blizzard, I would make the individual drops specific to a person's level. I.e. A level 99 barb parties with a level 1 Wizard and they kill a boss - the Barb gets 75 gold and a level 80 item, the Wizard gets 1 gold and a level 1 item.
If you're in a party, no matter how much you contribute or not, you should be able to loot because any attempt of determine a member's effiency is flawed and will surely hurt the game because this attempt will dictate how the player should play.
For exemple, if they use damage to decide your loot table, the glass canon builds willl be favorated over the supportive and balanced builds. If they choose anything else people will make builds that are better in this "anything else".
Play in a party menas you're playing in a team, and in a team theres no space for individuality, specially the childsh ones. If you think that party member is a leecher and you don't wanna play with him you're free to leave the party.

Yeah.. and the fact that there will probably be only max 4 players in a party means that the group is much tighter.. there is no room for leechers, everyone should be on alert and contribute to the killing.
The question is if you're close to your party but do not, for a reason or anoter, helped to kill a certain mob, should loot drop for you on that monster?

well i think that since you could pick up well over 500 gold in normal mode in D2...I would think that a high level character should get a hell of a lot more than 80 gold!?!

That's how I would roll it.
This is a good idea but I'm not sure if it's feasible in terms of coding and implementation.
However, Blizzard has said that they are working on something similar for WoW: Cataclysm. So we may see a system like the one you described in D3. I'm hoping we do!
This has already been addressed and while nothing if final this is how it will go:
1. You must be near monsters when they are killed to get drops.
2. You must be in the party to get drops.
When they mentioned they wanted auto-join for parties people said well wtf. what if ppl auto join the party and do nothing. so blizz said we will make sure something like that doesnt happen. auto-join may not be the way to go.
So while I'm sure many things have changed we do know the intentions. If someone wants to let you leech..go for it. If not...you get nothing. Oh, and drops will be based on enemies not the player. Blizz has stated they don't care if people get rushed but they are striving to make playing through normally the most fun and effective way to play.
