They should save it for earth shattering events: ex. columns or stairs falling to the ground, big (bosses/heroes) (fights/deaths), large number of monsters deaths, certain spells.
I do not see why the screen should shake with every hit! It is getting boring too fast when in fact the shaking should shake YOU and wake you from the routine with a "man I'm epic, look how I shattered those". I noticed there is a correlation between the magnitude of the event and the magnitude of screen shake (that is natural). I just think there should be a lower threshold allowing the screen shake to manifest from a certain event magnitude up. Low events magnitude (with very high frequency) shuld not trigger a screen shake.
The same over-abundance is present in my opinion also in the sounding. The fight sounds too much like a never ending, repetitive and ultimately boring hammer beat of splashed brains. Some variations would be welcomed.

he's not saying it shouldn't shake. He's saying they need to adjust the shake more so than it is for the action taking place. Increase the spectrum so that minor events and weak attacks barely move the screen, where as huge boss fights or insane max lvl skills make you feel like your in the middle of a 8.0 on the richter scale.
The only time i felt that there were too many effects was when the new character class was revield (the monk) and i thought i was going to have a siezure or something when i looked at all the visual "shapes" on the ground which they animated into some of of his skills. I personally felt that this was a little much. but idk. Maybe im being a little too judgmental. Other than that i was okay with the effects
If this is in relation to Diablo II, I would say they're equal. Other than that, I would say there are times that there are too many (just like I would say about Diablo II), but that's likely to change since Bashiok has said that they've noted the effects are too off the chart at the moment.
