I think it's worth a mention too that even if the outdoor areas will be static; monster placement, chest, random quests, etc. will not. So even for those a little disappointed with them being static, remember there will still be variety.
I'm assuming that since the outdoors are static, when you make a new game the outdoors will already be explored on your map once you have explored them once? Or will you have to try to memorize it hehe.

So we've seen some really nice city artwork for D3. Big cities. Suppose for one act, the "town" was actually a camp outside of a large city that had been overrun and corrupted. The player would spend the act venturing out from the small camp and into the streets of the city, fighting their way up through the streets to reach the corrupted ruling body at the central palace. Side area's could include catacombs, and sewers a la D2, but also towers, where the hero had to fight to the top to claim whatever prize they were seeking. Would provide a totally different feel from most acts.
Also, I have to commend the chap who came up with the Louisiana style swam motif. That would be a pretty sexy act. I'd take it over a jungle for sure.
I'm actually hoping we get to see more 'wierd' places and totally destroyed places or corrupted.
Perhaps a few dungeons that look like the sanctum in D2? Stuff like that, that makes no sense would be nice.
I would also like to see completely destroyed cities, and I really mean huge cities we can explore and fight around with monsters.
And like mentioned before, I'd like to see some 'hellish' places popping up. Just like the catacombs of D1 Act 1. Where you got pools of blood and bones sticking out of the ground.
Has anyone played Dawn of War: Dark Crusade? I would like some places to look like the corruption of the Chaos. Like purple/red corruption with faces in trees, buildings etc that still move sometimes. Just to give it a real horrified look.

Another Sanctum style area would be great, I loved that place. The music was so amazing... downloaded the full D2 soundtrack a while back, and damn, good songs on it.

A destroyed city would be incredible. I've always wanted to have something like that in the diablo games, trudging through rubble, searching for surviving townsfolk and whatnot. Would make for an incredible act, or at the very least a fun quest.
Totally gung-ho for corrupted areas, I like the idea with the DOW style corruption too, would add a really hellish feel to the game :D.
Without a doubt, we need to see Sanctuary decaying, and becoming much more creepy/hellish.
