Yes, but so what? That doesn't affect the organization of the skill tree. There is not a tier for every 5 character levels. There are 4 tiers, period. That's it.
The first second tier cannot be used until you've spent 5 points in the tree already, 10 for the 3rd tier, 15 for the 4th tier. Currently, there are 55 skills for the Wizard with a total of 531 skill points to max out the tree.
The active skills cap at 1 point currently. Jay has stated that, testers did not like being able to put only 1 point in, so they were planning to increase the cap on active skills. He didn't say how much. Presumably 5,10,or 15 would be the cap.
D2 took 640 points to max out the tree so at level 99 you could have about 20% of your tree full. If they increased the active skill points to 5, then this would make D3 have the same total number of skill points in the tree, allowing you to have the same percentage of it filled by level 99, assuming they keep the same level max, which is probably a good assumption since they said the game length would be about the same.
Maybe you didn't understand what he meant. I did though. You CAN access a new tier of skills at every 5 levels via putting your 5 points into skills.
Exactly. In fact, I've been corrected and I already said that I realized how it works. Its still of no consequence. If you gain one point per one character level (as it is now), the number can mean either the level requirement or the point requirement. They are essentially - the same.
If you want to get a skill in another tree, you have to spent some points there qhich will delay it even more to get higher level skills in your main tree.
Skill distribution will need quite some planning...
Its done to prevent people from snatching just the most useful skills from the bottom of every tree.

So no more of that like 1 into every skill down to whirlwind and then max whirlwind or whatever.
It seems logical and id rather have it capped at 30 because then you have too many combinations and yes this provide constant upgrade of skills but this makes it harder to concentrate on one amazing skill you like and this is provides an anoyance of how to build up your skils

They don't want you to concentrate on 'one amazing skill', they want you to concentrate on six amazing skills at a time.
totally agree, and i hate the graphics of the skills! i want the abstract symbols again!
anyway... if there are a lot of skills (different i hope) that would be good for those who complain about not having enough customization capacity (auto stats blabla)
I still think theres not going to be this huge amount of skills. They are trying to make things not redudant. I can't imagine how creat those huge amount of active skills and keep things not redudant.

They're already making it a little redundant with the Wizard. Charged Bolt and Electrocute? If you have Electrocute, why would you ever use Charged Bolt? Doesn't make a lot of sense.

It's just for diversity and you gotta start with a few weaker spells. Besides if you hit a group of enemies right with charged bolt you may have more of a chance for stun since it's more than one hit.
'quality over quantity' should be the motto with skills i believe. i hope some skills have only a few rune combinations, because i can't imagine having 7 distinct and interesting variations for each skill. having said that the rune system was an incredibly good idea. i just wish they did not recycle so many old d2 skills...

For people worried about skill overlap- most of the skills (roughly 60) will be passive skills. Passive skills can do a few things- modify the character, modify a skill, modify a range of skills, and modify the enemy. For skill mods there can be no overlap because skills are class specific. Of course there will be some similarities between class's skills, there always are (amazons charged strike and sorc's charged bolt from d2) but a few skill overlaps will not change how one class plays compared to another. For the other 2 types of passive skills, who cares if multiple classes have a +defense passive? It doesn't affect the actual game mechanics and play. I say Mo skills mo betta. Blizzard knows what they're doing. Don't expect a barbarian casting disintegrate.

Yes. And don't forget that not all active skills are attacks. Slow Time, Stone Skin, Mana Shield and stuff like Barb's warcries for example, are active skills.
No way in hell theres gonna be that many skills per class man......only way i can see that is if there is a ton of passives or wow like talents. Even then tho thats a ton
How can you hate having options? I HATE being limited. I HATE playing the same character as everyone else. If there are this many options you character can really be unique, quirky, and fun to play. Not to mention re-playability.

if u et so many skills could be good if u just get the option of developing one skilltree and leave the others... something like specialacing in cold spells or something like that, that also would give respeccing more sense

How can you hate having options? I HATE being limited. I HATE playing the same character as everyone else. If there are this many options you character can really be unique, quirky, and fun to play. Not to mention re-playability.
