What is normal? Normal is a concept that everyone or a majority of people are the same or similar. However, we know that everyone is unique. If everyone is unique, then everyone is different. If everyone is different, then everyone is weird. If everyone is weird, then everyone is normal.
It's certainly not going to happen when you hit the key, except maybe for things like warcries and other skills that don't need a target. Just imagine yourself aiming with the mouse and tapping a key to cast: it doesn't feel ok to me.
There is a whole thread about this where Dimebog and I got at it toe to toe... He insists that you must hit the key bind then click to cast, while I think it's the other way. You just hit the key on the hotbar to cast instantly and aim with your mouse.
Imagine a situation with like a Ranged character where you have 4 or 5 skills that work well with quick usage. Such as fireball or any of the arrow skills. The click-point-click process would make it really frustrating trying to use these skills from the hotbar. I don't think it will be like this. And if it currently is then they will realize it sucks by the time they release.

That is only 3 skills. Which is +1 over Diablo 2. D3 appears to be much more skill based (Using more skills at once rather than concentrating on one or two skills). I can't see any benefit to the click+point+click method. But I am sure they will make it work either way. Just saying it doesn't make sense.
Someone mentioned above somewhere that you could click the skill in the hot bar and then click on the screen to use it. That is untrue as per the Gameplay video when you click a skill it brings up the skill list to replace it with another skill just like Diablo 2.

that someone (if you're referring to me) said that you "push the button". Meaning you press the keys "1", "2", "3" etc and then click the monitor. Perhaps you could keep the skill button pushed and do the same with your left mouse button to keep firing (for ranged classes if there arent any cooldowns with the skills).

Guys, they want the game to be playable with just the mouse, meaning that you can click on the hotbar with your mouse and not just with your keyboard. So it's either:
Hit key > Aim > Click
Click > Aim > Click
Also, your special attacks are mapped on your right mouse button and you swap them using Tab. The system seems pretty nice to me. Either way, I had no problem casting from scrolls from the belt in D1, so I won't have a problem with this. On the other hand, the Nox system where the spell instantly hits wherever your cursor happens to be felt really unnatural and un-Diablo to me. I suggest you try both systems yourself before you judge it.
just went through the gameplay video and realize i dint fully understand something else either. it seems as if the left click on the mouse is constantly on normal attack (that icon never changes), then he has the 2 icons next to it (cleave and hammer of the ancients).
now are those 2 skills used by the right click? if so...how do you cast your hotkeyed spells if left click is normal attack and right click is used for cleave and hammer of the ancients? i think i majorly misunderstanding something here....sorry im a bit slow n having a bit of diffculty understanding this new system

(this build was before D3 launched... looking back on it now - i had no idea what i was doing)
It's not that difficult to understand... not that difficult to use... and not that important to know. Though we can't know everything unless we play the game and check... the overview that Blizzard gave is enough. Plus, I'm pretty sure they will do minor changes in time. Blizzard's main focus is on the gameplay... so I guess "In Blizzard we trust" pretty much sums everything up.

HOWEVER, they might put an option to make hotboar casting instant where your cursor already is, but then you can't play with your mouse only blah blah. But I don't see a reason they don't include an option for both styles. Blizzard always makes sure their games are accessible and intuitive.
Is the hotbar gonna be like u press the button then aim the skill or is it gonna just happen when u hit the number key?

istn this is system used in diablo? say you have multi arrow hotkeyed F1.

No, if you wanna use leap twice you, you have to:
1) aim wherever you wanna leap
2) press 2
3) aim wherever you wanna leap next
4) press 2
It says in the graph... aim and only after that press the number. If it would work the way you mentioned, it would just add 1 more unnecessary step.
