Either this is a bug of some kind, or I'm overlooking something. Either way, it seems strange to me.
While equipped with the Inna's Mantra 6pc set that gives me all runed Mystic Allies, my health drops any time I activate a healing or experience well, or whenever I level up, and occasionally in other scenarios.
Not sure if this is part of the issue, but I'm actually using 5 pieces (all except waist/torso) and using the extracted power of RoRG.
Can anybody explain this phenomenon?

I've noticed this also happens when I enter a new area... *sometimes*. For example, just a minute ago I went from The Ruins Level 1 to The Ruins Level 2 and when I appeared my health was not full (just like you see happening in the video in those other circumstances). When I noticed this, I went back to Ruins 1 and came back again and it didn't happen that time. I can understand this happening upon loading a level because maybe if the Mystic Allies haven't fully initialized I wouldn't have the boost to my health pool yet, but those other times don't make sense...
I don't think the fix is working 100% in 2.4.1 but there are a lot of ptr bug reports about it so Blizz should hopefully get the fix on by the time it goes live (fingers crossed). Innas is dropping as the monk seasons bonus set so hopefully they'll take a closer look at it.
When I was doing the set dungeons in 2.4 innas would drop health doing almost anything... it would drop the 6 piece set bonus if I just looked at another piece of gear that could replace a set item (IDs and salvaging gear), health pools, shrines... good times.

it is bug, blizzard said they fixxed it in 2.4.1
