Super newbie question here. A fully leveled Taeguk gem provides 35 percent damage increase, where as Flawless Royal Ruby gives 280 strength, which gives 280 percent dps increase for Crusaders. So why is Taeguk legendary and supposed to be better?
You already have a lot of strength. Usually 5000+ on a fresh level 70 crusader with some legendaries, most people should be around 10000, and high-end players have up to 25000 strength or even more. But even when you're only at 5000, that only increases your strength to 5280 - which is only a bit more than 5% damage increase.
That's why legendary gems are always preferred over normal gems in jewelry sockets (and really really important).
That being said, Taeguk is a very annoying gem as you constantly have to cast a resource spender to not lose the stack. Walking without casting something for more than 4 seconds, even switching zones or riding on your horse will lead to losing your stacks. There are other gems that most people prefer to use (such as Bane of the Trapped/Powerful/Stricken and so on).

If your primary stat is Strength, then each point of strength increases your dps by 1 percent. A Ruby with 280 str will then increase your damage by 280 percent.
A fully stacked Taeguk will increase your damage by only 35 percent. How does that even compare?
I might be missing a basic mechanic. It only makes sense if Strength damage multiplier works on your naked base damage and Taeguk multiplier works on your final hit. I mean, if Ruby's damage increase is additive and Taeguk's is multiplicative.
The problem is that the strength of the gem is added to your existing pool of strength (from gear, paragon, and your base strength). You get 1% increased damage from strength - that is what the tooltip says, correct. So your naked character at level 70 has 217 strength which gives you 217% increased damage. Then you equip a chest with 500 strength and get another 500% increased damage - a total of 717%. Then you put three rubies in there for another 3x280 = 840 strength, which brings you to a total of 1557 strength or 1557% increased damage. The more strength you add, the less effective it becomes.
And since you're usually around 8000-10000 strength or so, adding a ruby will bring that 10000% bonus damage from strength up to 10280%, which is (easy to calculate) an increase of 2.8% damage overall since you already have so much strength.
Since you bring up additive and multiplicative: the strength from rubies is additive to your existing strength pool. Taeguk is multiplicative to most other damage buffs.

Taeguk stacks upto 20 stacks which in turn makes it more powerful then a ruby.
