I believe RCR does interact with all items or abilities that count how much you spend - if you look at builds that use the "CD reduced per fury spent" type mechanic, they always have you take RCR for paragon last, and from my personal experience I also noticed it seems to work in a way that makes the RCR undesirable.
Does any1 know how Blade of the warlord works with ressource cost reduction? Do I always spend 40 Fury, less then 40?
If I always spend 40 Fury, does cost reduction add its value to the amount of Fury spent for Bash damage bonus?

If I undestand what you are saying: I would hit harder if I had the same Cindercoat but with no RCR?
RCR for anything that uses resources for more dmg or reducing CDs makes it worse.
